Requirement for Board Action

In accordance with Purchasing Code Section 102-420, contract modifications within the scope of the contract and necessary for contract completion of the contract, in the specifications, services, time of performance or terms and conditions of the contract shall be forwarded to the Board of Commissioners for approval.

Summary & Background: Consumer Directed Care is a pilot program initiated in 2025 for seniors of Fulton County. It allows seniors to choose a caregiver whom they hire to provide in-home care. Fulton County Department of Senior Services covers the cost of hiring caregivers via grant and general funds. The program exceeded its original enrollment goal by 40% and continues to scale up.  As such, program costs have also increased. The program is a success and requires additional spending authority to accommodate the awarded grant funds and existing general fund budget allocation.

 

Scope of Work: Fiscal management services that include but are not limited to hiring caregiver employees, collecting data, providing reports, managing payroll and operational expenses of the Consumer Directed Care program for Fulton County Department of Senior Services.

 

Community Impact: Consumer Directed Care is a vital program that helps to close the gap in services for seniors in need of caregivers who assist them with maintaining their independence, thus allowing them to age in place with dignity and care. Secondarily, this program offers employment for caregivers who earn a competitive wage.

 

Department Recommendation: Approval is recommended

 

Project Implications: Without the approved increase in authority, DSS will be unable to process pending invoices for the vendor. DSS will be unable to fully scale the program, which already has a substantial waitlist and funding to serve said clients. Furthermore, we will not be able to spend down the awarded grant funds.

 

Community Issues/Concerns: N/A

 

Department Issues/Concerns: DSS will not be able to sustain the current client enrollment nor expand the program if this spending authority increase is not approved.
