Scope of Work: The Contractor is to continue to provide repairs and alterations to the exterior façade at the Fulton County Juvenile Justice Center located at 395 Pryor Street SW, Atlanta, GA 30312.
The Scope of Work includes but not limited to:
- Demolition
- Exterior façade repairs and cleaning
- Removal and install new caulking at exterior windows
- Masonry repointing
- Glazing replacement and repairs to curtain wall glazing systems
- Control and expansion joint replacement
- Repainting of multiple surfaces
- Concrete pad replacement
- Investigate and repair water issues below balconies
- Seal gaps between the manufactured stone and the rolling door frame
- Repair air barrier deficiencies above the ceiling
This request is to extend existing contract for an additional 90 calendar day’s period for “time only” at no additional cost, due to unforeseen project delays related to the following circumstances mentioned below:
- Limitation on site and building access
- Weather Delays
- Delays associated with roofing scope of work by other contractors
- Delays associated with Masonry Mortar Cement Strength Approval
- Extended delays in design and production of South Elevation Curtainwall due to insufficient As-Built information
Community Impact: This effort and impact is necessary to restore designated existing exterior, economically and efficiently, to a condition which is fully functional and flexible purpose to meet the long-term space and service needs of the community.
Department Recommendation: The Department of Real Estate and Asset Management recommends approval to extend existing contract for an additional 90 calendar day’s period to provide continue repairs and alterations to the exterior façade at the Fulton County Juvenile Justice Center located at 395 Pryor Street SW, Atlanta, GA 30312. This extension will be at no additional cost just for “time only”, effective from January 16, 2021 through April 15, 2021. The BOC approved the award on November 6, 2019, as Item #19-0919 with Brad Construction Company II in the amount of $1,184,430. The initial contract period of 365 calendar days upon issuance of Notice to Proceed. The contract agreement was executed on December 26, 2019, and the NTP was issued on January 15, 2020, with authorization to official to commence project. The BOC approved Change Order No.1 less than 10%, on October 21, 2020, as Item #20-0731 in the amount of $114,255.98 to provide modification to the existing Scope of Work to correct a series of significant deficiencies related to the original installation of the glass on the East and South Elevations at the Fulton County Juvenile Justice Center. Now, we are requesting the contract to be extended from January 16, 2021 through April 15, 2021, to continue completion of project due to delays in design and production of the South Elevation curtainwall, weather days limiting exterior masonry repairs, subcontractor Covid exposures and quarantines, limited site and building access because of the pandemic, and lengthening exterior glass deliveries. The Contractor will work in collaboration with the Department of Real Estate and Asset Management, Project Management Team to complete the repairs and alterations to the exterior façade at the Fulton County Juvenile Justice Center.
Project Implications: The intent of this Contract Extension is allow the Contractor to continue to provide repairs and alterations to the exterior façade at the Fulton County Juvenile Justice Center without disruption for additional 90 calendar day’s for “time only” at no additional cost through April 15, 2021.
Community Issues/Concerns: None that the Department is aware of.
Department Issues/Concerns: If this contract extension is not approved, the County does not have the capacity, or the expertise, to complete the continue repairs and alterations to the exterior façade at the Fulton County Juvenile Justice Center.
