Summary & Background Request approval of proposal to provide Landfill Post Closure Services for Fulton County for FY2022.

 

Scope of Work: This contract provides all necessary professional services, project management, and administrative support to implement the post closure care services for the scope of work as indicated in the following areas: 

 

A. Project Management, Scheduling, Recordkeeping and Reporting

B. Implementation of Health and Safety Programs

C. Landfill Compliance Inspections

D. Landfill Gas System (LFG) Management

E. Methane Monitoring and Reporting

F. Groundwater and Surface Water Monitoring and Reporting

G. Landfill Maintenance at Merk/Miles and Morgan Falls Landfills

 

All work shall be performed in compliance with the guidelines set forth by the Georgia Department of Environmental Protection Division (GA EPD).

 

Community Impact: Without this contract, the County's citizens would experience serious hazardous odors coming from the landfills that could be a health hazard.

 

Department Recommendation: The Department of Real Estate and Asset Management recommends approval.

 

After reviewing two (2) qualified Firms proposals, the evaluation and consideration of all available information related to the requirements and evaluation criteria of the RFP #21RFP130049C-CG; and the Evaluation Committee has determined that the following proposal submitted by Atlantic Coast Consulting, Inc. is the recommended contractor:

 

1. Atlantic Coast Consulting, Inc. (94.89%)

2. S&ME, Inc. (66.17%)

 

The recommended professional firm has a current contract with Fulton County and have performed very well and highly competent as Landfill Contractor for the Department of Real Estate and Asset Management as stated in their performance report.

 

The spending authority in the total amount of $646,700 is being requested to cover the cost for landfill post closure services in the amount of $496,700; and additional $150,000 to remove the underground storage tanks located at 4336 Fulton Industrial Blvd which is a gas station property purchased by the County at the beginning of the year. The Georgia EPD regulation requires the removal of the tanks 12-months after the station has ceased operations. Funding requested in the $150,000 in the Budget Enhancement (Capital Funding 500-520-5200-M005) for FY2022. 

 

Historical Expenditures:

 

• FY2021: The County expenditure as of 10/13/2021 is $499,385.57

• FY2020: The County has spent $496,700.00

• FY2019: The County spent $496,700.00

• FY2018: The County spent $750,338.45

 

Project Implications: The County would face serious penalties from the Georgia Department of Environmental Protection Agency.

 

Community Issues/Concerns: None that the Department is aware.

 

Department Issues/Concerns: If this contract is not approved, the County will not have the abilities to continue to provide post closure care services and would be in violation with the Environmental Protection Agency.
