Scope of Work: The Georgia Department of Transportation (GDOT) is currently planning to add two (2) new barrier-separated express lanes in both directions of I-285 between Chattahoochee River and Peachtree Industrial Boulevard and, in both directions, along SR 400 from Glenridge Connector to the North Springs MARTA Station. GDOT’s contractor will be responsible for relocating any existing sanitary sewer that conflicts as a part of its contract with GDOT. GDOT will begin the procurement process for this roadway improvement project in CYQ3 2023 with a construction start date expected for the CYQ4 2024. Before the procurement process has begun, GDOT has requested the execution of a MOU between Fulton County and GDOT. This will allow the GDOT (P3) team to bid the design and construction of the sewer line relocations as part of its project. Any relocation cost of the existing sewer along both directions of I-285 and SR 400 Express Lanes construction improvements shall be covered by GDOT. Fulton County staff will be on-site during the relocation of the sewer line to ensure that its construction is done to Fulton County standards.

 

Community Impact: Currently, Fulton County has sewer lines along and crossing the planned I-285 and SR 400 Express Lanes. The road improvements will impact the existing sewer lines. The road improvements will affect the existing sewer lines that serve the developments in this area as well as the collection system into Fulton County. Relocation cost of the existing sewer line shall be covered by the GDOT Public Private Partnership (P3) contract.

 

Department Recommendation: The Department of Public Works believes that the most cost-effective way to complete the sewer line relocations is by allowing GDOT to bid out the work as part of their roadway project. Therefore, Public Works recommends that Fulton County enter into the P3MOU.

 

Project Implications: The road improvements impact the existing sewer lines due to modifications of existing grades, road widening and elevated Express Lanes along I-285 and SR 400, requiring sewer lines to be relocated. Additionally, sewer manholes will be adjusted to match the proposed roadway surface. The existing sewer line relocations must occur to maintain sewer service in this area.

 

Community Issues/Concerns: During construction of the relocations, sewer service is to be maintained but temporary interruptions may occur during tie-ins with existing sewer lines.

 

Department Issues/Concerns: The Public Works Department is not aware of any issues or concerns with this proposed P3MOU. This type of arrangement between the GDOT and Fulton County has worked well on past projects.
