Superior Court Administration recommends approval to extend this agreement, effective January 1, 2022 through December 31, 2022, beyond the original term, contingent on the pending no cost extension of Bureau of Justice Assistance (“BJA”) Grant (Award#2018-MO-BX-0041). This extension is 100% funded through remaining grant funds.  

 

Scope of Work: Applied Research Services, Inc. (ARS) will support the planning and sustainment of the Justice and Mental Health Collaboration Project /High Utilizer project through proactive program evaluation, rigorous research, data collection and analysis, provision of evaluation feedback in written and oral forms and production of programmatic reports required by BJA. The following deliverables are detailed in Exhibit #B and included as part of this agreement:   * Construction of Jail Booking Dataset * Collection of Additional Datasets * Identification of Frequent Jail Utilizers * Use of Data to Identify Needs and Gaps * Assessing Progress Towards Grant Objectives ARS is uniquely qualified to support this project as the success of this project is dependent upon access to numerous agency data systems, including, but not limited to the Georgia Bureau of Investigations (GBI) Georgia Crime Information Center (GCIC) computerized criminal history repository. A research agreement between ARS, GBI and the Georgia Criminal Justice Coordinating Council (CJCC) is documented in a Master Research Agreement. There are no other research firms in Georgia or nationally with access to this confidential information.

 

Community Impact: Improves public safety in the community by securing the data necessary to identify and serve individuals with mental illnesses.

 

Department Recommendation: Superior Court Administration recommends approval of this agreement to ensure successful project completion and grant funding compliance.

 

Project Implications: This project is 100% grant funded. Approval of this agreement will ensure grant project goals are met and improve service delivery.

 

Community Issues/Concerns: Superior Court Administration is not aware of any community concerns with the implementation of this project.

 

Department Issues/Concerns: Superior Court Administration has no issues or concerns with this agreement.

 

History of BOC Agenda Item: The Board of Commissioners accepted the US DOJ, Bureau of Justice Assistance (Award#2018-MO-BX-0041) Justice and Mental Health Collaboration Program Grant on September 19, 2018 (Agenda item #18-0649). A no-cost extension for year 2022 is currently in progress to complete the three-year grant period due to unanticipated delays.
