Requirement for Board Action
Pursuant to O.C.G.A § 36-1-19.1, Fulton County is authorized to make contributions for purely charitable purposes, with “purely charitable purposes” including charitable purposes for health and social welfare, and pursuant to Fulton County Code § 1-117, the Fulton County Board of Commissioners has exclusive jurisdiction and control over directing and controlling all the property of the County, as they may deem expedient, according to law.

Summary & Background
Scope of Work: The Department of Real Estate and Asset Management (DREAM) and the Fulton County Department of Behavioral Health formally request the Fulton County Board of Commissioners’ approval of a Right of Access License and Use Agreement with R2ISE Inc., a Georgia nonprofit organization focused on helping individuals dealing with substance use disorders and mental health challenges through arts-based recovery programs.
Staff has identified office space and the gymnasium at the Fulton County Health and Human Services Oak Hill facility, located at 2805 Metropolitan Parkway Atlanta, Georgia 30315, as available for R2ISE’s occupancy and use to provide treatment services for individuals with substance abuse issues. DREAM and the Department of Behavioral Health have determined that providing R2ISE with use and occupancy of these spaces pursuant to a Right of Access License and Use Agreement, including a one-year initial term with two (2) one-year extensions, and three (3) optional one-year renewal terms, at no cost to R2ISE, supports County goals.
Allowing R2ISE to use the identified facilities will optimize occupancy while cost-effectively addressing the demand for substance abuse treatment services, expanding public health resources, and providing easy access to care at a centralized location for individuals and families affected by substance abuse.
Community Impact: Approval of the Right of Access License and Use Agreement with R2ISE Inc. will allow R2ISE to provide outpatient treatment, counseling, recovery programs, educational workshops, and community support initiatives from a centralized and easily accessible location for individuals recovering from substance abuse.
Department Recommendation: The Department of Real Estate and Asset Management and the Department of Behavioral Health have completed an assessment of available space at the Oak Hill facility. With the public health objective of providing optimal healthcare services, the departments recommend approval of the Right of Access License and Use Agreement with R2ISE Inc.
Project Implications: Approval of the Right of Access License and Use Agreement will publicly affirm Fulton County’s commitment to optimizing all available resources to improve public health outcomes. This effort may also help reduce homelessness, crime, and emergency healthcare burdens associated with untreated addiction.
