Scope of Work: According to O.C.G.A. § 37-12-2 regarding Georgia Behavioral Health and Peace Officer Co-Responder Programs, each community service board shall establish a co-responder program to offer assistance or consultation to peace officers responding to emergency calls involving individuals with behavioral health crises. The Fulton County Department of Behavioral Health and Developmental Disabilities (DBHDD), seeks to partner with the Fulton County Sheriff’s Office (FCSO), to develop the Clinician Officer Response Program (CORE) to serve adults in Fulton County, Georgia experiencing behavioral health crises with a focus on individuals with mental health disorders or co-occurring mental health and substance use disorders. The CORE co-responder team, consisting of one behavioral health clinician and one FCSO deputy, will be dispatched by Fulton County 911 to assist individuals with mental health disorders or co-occurring mental health and substance use disorders to reduce crisis response times. The clinician will assess the individual to determine the need and next steps including in-patient treatment at the Fulton County Behavioral Health Crisis Center or Grady Hospital or follow-up care by a peer support specialist who will provide warm handoffs to community-based service providers. Through the implementation of the CORE program, crisis response times will be drastically reduced and first responders will be empowered to provide in-field, evidence-based crisis de-escalation, assessment, and connections to community-based supportive services.
Community Impact: The Fulton County CORE team is a co-responder crisis response program that employs best practices to assist law enforcement officers in improving their interactions with individuals who have mental health disorders or co-occurring substance use disorders. The program enables a co-responder team to attend to behavioral health crises throughout Fulton County and provide ongoing case management in response to crisis calls.
