Requirement for Board Action
In accordance with the State of GA O.C.G.A. §36-91 Georgia Local Government Public Works Construction Law, all competitive sealed proposals (RFPs) for public works construction projects (CM at Risk, Construction Program Management, Design/Build Projects) costing $250,000 or more shall be forwarded to the Board of Commissioners for approval.

Summary & Background: During the demolition of the 475 Fairburn Rd facility, mold was discovered and required remediation before moving forward with the renovation’s primary scope of work. Additionally, the City of Atlanta changed its original review summation of the permit application as it relates to emergency fire line service, requiring a new fire line to be installed. Approval of this Change Order No. 2 is needed to modify the existing contract to allow the execution of two (2) additional services (as referenced below) to complete the renovation of the South Training Center located at 475 Fairburn Road, SW Atlanta, GA 30331.
The BOC approved the original contract on September 18, 2024, Item #24-0600, in the total amount not to exceed $3,655,925.00 with Hogan Construction Group, LLC/The Collaborative Firm, LLC JV, to provide Design/Build services for the construction and renovation of the South Training Center located at 475 Fairburn Road, SW, Atlanta, GA 30331, for the Fulton County Department of Behavioral Health & Developmental Disabilities (BHDD). Change Order No. 1 under the contract was previously approved by the BOC on December 4, 2024, via Item #24-0834, in the amount of $1,600,000.00.
Now, we are recommending approval to move forward with Change Order No. 2 in the total amount of $330,367.00, for additional funding to allow the Hogan Construction to continue providing, without disruption, construction, and renovation at the South Training Center located at 475 Fairburn Road, SW, Atlanta, GA 30331.

Community Impact: The successful completion of this new South Training Center project will provide citizens with better meet needs for adult clients with Intellectual and/or Developmental Disabilities.
Department Recommendation: The Department of Real Estate and Asset Management recommends approval.
The General Contractor will work in collaboration with the Department of Real Estate and Asset Management, Project Management Team.
Project Implications: The approval of this change order request is necessary to complete the construction/renovation project of the new South Training Center facility that provides citizens with Developmental Disability services in the Southwestern portion of the County.
Community Issues/Concerns: None that the Department is aware.
Department Issues/Concerns: If this Change Order is not approved, there will be a delay in the completion of the facility renovation forcing program participants to continue to be transported to the Central Training Center which is not large enough to accommodate the volume of services.
