Request approval to renew an existing contract - Department of Senior Services, 23RFP137278A-CJC, Comprehensive Nutrition Care in an amount not to exceed $2,725,884.69 with Open Hand Atlanta (Atlanta, GA) to provide congregate and home delivered meals, meal delivery, nutrition education and nutrition counseling for Fulton County residents aged 60 and above. This action exercises the third of four renewal options. One renewal option remains. Effective dates January 1, 2026 through December 31, 2026. (APPROVED)

Requirement for Board Action
In accordance with Purchasing Code Section 102-394(6), the Purchasing Department shall present all renewal requests to the Board of Commissioners at least 90 days prior to the contract renewal date or 60 days if the contract term is six (6) month or less.

Summary & Background
The Department of Senior Services recommends approval of the contract renewal with Open Hand Atlanta. Open Hand Atlanta has been providing quality service to Fulton County eligible seniors for over 20 years.
Scope of Work: The Department of Senior Services is the County based agency designated to provide Older Americans Act services within Fulton County. The department is responsible for the planning and coordination of home and community-based services that enable senior residents to age in place. The contract will cover the preparation and delivery of congregate meals to Neighborhood Senior Centers, Home Delivered Meals to the homes of seniors, nutrition education and counseling at Neighborhood Senior Centers and community outreach which entails nutrition education material for home delivered meals participants.
Community Impact: The approval of this contract will ensure that meals are provided to eligible Fulton County seniors. If the contract is not approved, there will be seniors within Fulton County who will face food insecurity.
Department Recommendation: The Department recommends approval.
Project Implications: This contract enables Fulton County and the department to provide comprehensive nutrition care and nutritionally balanced meals to eligible seniors.
Community Issues/Concerns: If not renewed, over 1,000 eligible seniors will face food insecurity.
