Summary & Background As a result of the COVID-19 public health crisis, the County entered into an Emergency Authorization Agreement with A & A All County Monitoring Services, Inc., to provide electronic monitoring and GPS services for the County Court Backlog Project (“Project ORCA”) in order to address and alleviate overcrowding conditions at the Fulton County Jail. This request is to extend the contract for an additional 30 day period in order for the Evaluation Committee to complete the evaluation process.
Scope of Work: To provide electronic (ankle) monitoring and GPS services.
Community Impact: Funding ankle monitors provides the opportunity for individuals who might not be able to afford the charges to be released.
Department Recommendation: Recommend approval.
Project Implications: Not providing funding will significantly reduce the number of individuals released on ankle monitoring.
