Requirement for Board Action

In accordance with Purchasing Code Section 102-394(6), the Purchasing Department shall present all renewal requests to the Board of Commissioners at least 90 days prior to the contract renewal date, 60 days if the contract term is six (6) months or less.

Summary & Background

 

Scope of Work: The Department of Diversity and Civil Rights Compliance request approval to renew the contract to provide qualified foreign language oral interpretation and written translation services for Fulton County sponsored benefits and services. The vendor will provide all personnel to perform qualified oral language interpreter and written translation services through telephone, personal computer/laptop devices and/or through video remote interpreting as requested by County Department staff 24 hours per day, 7 days per week and 365 days per year. Fulton County is required under Title VI of the Civil Rights Act of 1965, as amended, to ensure that all services, programs and benefits are accessible to persons with limited English proficiency.

 

Community Impact: The present request ensures that federally mandated Title VI communication requirements and considerations are implemented for all County programs serving individuals with limited English proficiency. If this contract request is not approved, Fulton County would not be in compliance with the Title VI of the Civil Rights Act, as amended, and would risk legal exposure and sanctions, including loss of federal funding.

 

Department Recommendation: The Department of Diversity and Civil Rights Compliance is requesting the Board of Commissioners approve the selection of foreign language and translation consultant services from Ad Astra, Inc.

 

Project Implications: Failure to approve the renewal could result in no available funding to support persons with limited English proficiency seeking access to Fulton County programs, activities and services and maintain compliance with Title VI of Civil Rights Act of 1964.
