Summary & Background

Request approval to amend ESG contracts approved by the BOC on October 19, 2022 (Agenda Item 22-0761) to increase funding awards for the following non-profit agencies: (The Drake House ($7,500), 24/7 Gateway, LLC ($7,500), Youth Empowerment Success Services ($18,394), Community Assistance Center ($3,750), HOSEA Feed the Homeless ($3,750) and Society of Saint Vincent DePaul ($3,750)). Total award amount is $44,644.00.

 

In December 2022, Prevention Plus returned the $15,000 they were awarded for homeless prevention and Positive Impact Health Center returned their award in the amount of $29,644 ($15,000 for Emergency Shelter and $14,644 for Rapid Rehousing).  The total ESG funding returned by these two agencies is $44,644. 

 

As the expenditure deadline for this grant is August 11, 2023, the Department of Community Development is requesting to reallocate the $44,644 in returned funds as follows:

 

 

 

Scope of Work: ESG is a unique program that provides financial assistance and services to assist those who are experiencing homelessness to be quickly re-housed and stabilized. The program is designed to be the first step in a continuum of assistance to enable homeless individuals and families to move toward independent living as well as to prevent homelessness. ESG funds may also be used to aid people who are at imminent risk of becoming homeless due to eviction and/or or utility shutoff.

 

Community Impact: Emergency Solutions Grant (ESG) funding allows the County to provide sub-awards to non-profit organizations that deliver homeless prevention services to low and moderate-income citizens throughout Fulton County (outside the City of Atlanta).

 

Department Recommendation: The Department of Community Development recommends approval of the required action.

 

Project Implications: Approval will allow the Department of Community Development to contract with organizations providing homeless and homeless prevention services. The ESG grant expires on August 11, 2023.
