Summary & Background
Scope of Work: The Department of Real Estate and Asset Management (DREAM) received a request from the Atlanta Downtown Improvement District, Inc. (“ADID”) and the City of Atlanta Department of Transportation to obtain access to Fulton County owned properties to complete planned streetscape improvements. Temporary construction access has been requested at:
1) 160 Peachtree Street SW, Atlanta, Georgia 30303 (Tax Parcel 14-007700061118), consisting of 0.991+/- acres, known as the Fulton County Peachtree Parking Lot, and
2) 141 Pryor Street SW, Atlanta, Georgia, 30303 (Tax Parcel 14-007700061068),
consisting of 3.6466 +/- acres, known as the Fulton County Government Center
The planned roadway improvement project will create a pedestrian-oriented street with wider sidewalks and streetscape improvements that will benefit visitors to Downtown Atlanta and the Government Center
DREAM and ADID have negotiated mutually acceptable terms for two Right of Access License Agreements that will formalize the terms for ADID to access and make improvements to sidewalks, walkways and driveway entrances on Fulton County properties
The initial term of the Right of Access Agreement will be for a period of one year with two six-month renewal options. Because the planned construction will collaterally benefit both Fulton County Government and members of the public who walk and drive through Downtown Atlanta, the agreement does not include compensation for the required access.
In accordance with Fulton County policy the approval of the Fulton County Board of Commissioners is required prior to granting temporary access to the Atlanta Downtown Improvement District, Inc. (“ADID”) and the city of Atlanta Department of Transportation for the purpose of completing their planned streetscape improvements.
Community Impact: Approval of a Right of Access License with the Atlanta Downtown Improvement District, Inc. (“ADID”) and the City of Atlanta Department of Transportation will not adversely impact the onsite operations at the Government Center or the Fulton County’s Peachtree Parking Lot. The proposed construction is being completed to improve traffic conditions and pedestrian safety for visitors to the Fulton County Government Center and downtown Atlanta.
Department Recommendation: The Department of Real Estate and Asset Management recommends approval of the Right of Access Agreement to grant temporary access rights to the Atlanta Downtown Improvement District, Inc. (“ADID”) and the City of Atlanta Department of Transportation.
Project Implications: Construction of the streetscape improvements is expected to improve pedestrian safety, encourage pedestrian travel, enhance roadway connectivity and improve overall travel safety in the downtown corridor.
Community Issues/Concerns: Project requires the removal of a travel lane; removal may cause congestion during major events and periods of high-volume traffic.
