Summary & Background: To provide Standby Landscape Design and Installation Services for Fulton County for FY2024.
Scope of Work: This Contract furnishes professional landscape design, installation of all materials, labor, technical expertise, etc. and appurtenances necessary to provide landscape design and installation at Countywide facilities to include ground covers, shrubs and trees, site grading and drainage, irrigation repair and installation, tree removal and site amenity purchases on an “as needed” basis.
The scope of work includes minor design and installation activities or a simple replacement or repair of a landscape asset, or a total redesign and installation of a complete landscape package for a building. The work will require limited design plans, and rehabilitation work to repair damaged or missing landscape cover, turf, trees, sidewalks, and walking trails. The work will also require a limited hardscape design plan and rehabilitation work to repair concrete or asphalt pads or trails, along with the removal of damaged landscaping features and assets.
The County is always looking to improve the landscape design and aesthetic of these County-owned facilities. The County facilities require varying levels of upgrades or rehabilitation to the existing landscape design or grounds infrastructure. The identified facilities have damaged or deteriorating landscaping resulting from lack of routine maintenance such that the landscaping assets must be redesigned and replaced.
Community Impact: This service will help to improve the appearance of the neighborhoods where these County-owned facilities are located.
Department Recommendation: The Department of Real Estate and Asset Management recommends approval.
After reviewing three (3) qualified firm’s proposals, the evaluation and consideration of all available information related to the requirements and evaluation criteria of the RFP #23RFP138825K-CRB; and the Evaluation Committee has determined that the following proposal submitted by Ed Castro Landscape (93.59%), is the recommended Landscape Design Contractor to provide Standby Landscape Design and Installation Services for Fulton County for FY2024 (see Exhibit 1).
This is a Standby Contract that is dependent on the availability of resources provided as part of DREAM Pay as You Go capital program, and end-user/departmental operating/capital funding as identified” adopted for FY2024.
Project Implications: The intent of this landscape design service is to provide rehabilitation to County properties where work is needed and will enhance the property value.
Community Issues/Concerns: None of which the Department is aware.
Department Issues/Concerns: If this contract if not approved, the Department will not be able to provide professional landscape design services for Fulton County facilities and will not be to address a critical need that current staffing levels cannot address.
