Request approval of a Resolution to approve a Lease Agreement between Fulton County, Georgia (Tenant) and SELIG Enterprises, LLLP (Landlord) for the purpose of continuing the lease for the operations of the Fulton County Sheriff’s Office at 5210 Philip Lee Drive, Atlanta, Georgia; to authorize the Chairman to sign the Lease Agreement and related documents; to authorize the County Attorney to approve the Lease Agreement and related documents as to form and to make any modifications thereto in order to protect the interests of the County prior to execution; and for other purposes. According to O.C.G.A. § 36-60-13, each county or municipality in this State shall be authorized to enter into multiyear lease, purchase, or lease purchase contracts of all kinds for the acquisition of goods, materials, real and personal property, services and supplies and O.C.G.A. Sec. 36-10-1, all contracts entered into by the county governing authority with other persons on behalf of the county shall be in writing and entered on its minutes.

Scope of Work: The Fulton County Sheriff’s Office currently occupies approximately 69,317 square feet of warehouse and office space at 5210 Phillip Lee Drive, Atlanta, Georgia. Approval of the Fulton County Board of Commissioners is being requested to continue leasing this space for one year, with nine (9) renewal options. Law enforcement services provided from this leased location include Property Evidence, Investigations, S.W.A.T and Canine Training.
SELIG Enterprises, LLLP, the Fulton County Sheriff’s Office and the Fulton County Department of Real Estate and Assets Management (“DREAM”) have negotiated mutually acceptable lease terms that include renovations that will consolidate certain services, make needed upgrades to work environments, and improve the overall efficiency of the Sheriff’s Department.
During the initial lease extension term the monthly rental payment will be $42,345.00 per month. Effective January 1st and for all permitted renewal terms the rental rate will increase (4) four percent; in no event shall this lease continue beyond December 31, 2033, unless extended by mutual written consent of Fulton County and SELIG Enterprises, LLLP.
Community Impact: Continuing to lease space at this location will allow the Sheriff’s Office to centralized and improve efficiency of services and operations within Fulton County.
Department Recommendation: The Department of Real Estate and Asset Management recommends approval of the Lease Agreement for the purpose of allowing the Sheriff’s Office to continue to occupy space at this location and to allow for the construction of planned improvements to enhance law enforcement services provided at this location.
Project Implications: Allowing the Sheriff’s Office to continue to occupy space at this location and the construction of planned improvements will allow the Sheriff’s Department to achieve departmental objectives, consolidate certain operations and improve service efficiency levels with no interruption in service delivery.
Community Issues/Concerns: None.
Department Issues/Concerns: Approval of the Lease Agreement are required to consolidate currently dispersed operations.
History of BOC Agenda Item: Lease Agreement approved by the County Manager September 7, 2022 which expired by its terms on December 31, 2023.
