Request approval of “Ending the HIV Epidemic” service contracts, subject to Federal funding, for the remainder of FY2025 (August 1, 2025 through February 28, 2026) in an amount not to exceed $5,188,688.00, FY2026 (March 1, 2026 through January 29 January 28, 2027) in an amount not to exceed $5,474,653.00, FY27 (March 1, 2027 through February 29, 2028) in an amount not to exceed $5,748,653.00, FY2028 (March 1, 2028 through February 29 February 28, 2029) in an amount not to exceed $6,035,805.00, and FY2029 (March 1, 2029 through February 29 February 28, 2030) in an amount not to exceed $6,337,595.00, pursuant to the Health Resources and Services Administration “Ending the HIV Epidemic” award UT8HA33933. Service contracts are 100% grant funded with no Fulton County match. Request authorization for the Chairman to execute contracts with subrecipients. To protect the interest of the County, the County Attorney is authorized to approve the contracts as to form and make any necessary modifications thereto prior to execution by the Chairman. Scope of Work: : Request approval of “Ending the HIV Epidemic” service contracts, subject to Federal funding, for the remainder of FY2025 (August 1, 2025 through February 28, 2026) in an amount not to exceed $5,188,688, FY2026 (March 1, 2026 through January 29, 2027) in an amount not to exceed $5,474,653, FY27 (March 1, 2027 through February 29, 2028) in an amount not to exceed $5,748,653, FY2028 (March 1, 2028 through February 29, 2029) in an amount not to exceed $6,035,805, and FY2029 (March 1, 2029 through February 29, 2030) in an amount not to exceed $6,337,595 for the provision of core medical and support services, initiative services, and infrastructure improvements using 100% “Ending the HIV Epidemic” grant funds with no required County match. “Ending the HIV Epidemic” Funding is pursuant to the Health Resources and Services Administration “Ryan White Part A” award UT8HA33933. “Ending the HIV Epidemic has a project period from 3/1/2025 through 2/28/2030. The Board of Commissioners previously approved partial FY2025 “UT8HA33933” grant funding through item 25-0020 and item 25-0385. Subrecipients for the remainder of FY2025, FY2026, FY 2027, FY 2028, and FY2029 were recommended by a Review Committee pursuant to 25RFP1343702B-PS. These agencies provide core medical services and essential support services for medically indigent Persons Living with HIV in the Fulton, Cobb, DeKalb, Gwinnett, and Clayton Counties. Funds are recommended to increase spending authority for the following subrecipients in the following amounts:
Community Impact: “Ending the HIV Epidemic” funding will support the provision of core medical and support services, initiative services, and infrastructure improvements support essential core and support services for Persons Living with HIV (PLWH) in Fulton, DeKalb, Cobb, Gwinnett, and Clayton Counties to improve health outcomes of Persons Living with HIV and decrease the number of new HIV cases. All services have as their main goal increased viral suppression rates.
Department Recommendation: The Department for HIV Elimination recommends approval of UT8HA33933” service contracts, subject to Federal funding, “Ending the HIV Epidemic” service contracts, subject to Federal funding, for the remainder of FY2025 (August 1, 2025 through February 28, 2026) in an amount not to exceed $5,188,688, FY2026 (March 1, 2026 through January 29, 2027) in an amount not to exceed $5,474,653, FY27 (March 1, 2027 through February 29, 2028) in an amount not to exceed $5,748,653, FY2028 (March 1, 2028 through February 29, 2029) in an amount not to exceed $6,035,805, and FY2029 (March 1, 2029 through February 29, 2030) in an amount not to exceed $6,337,595.
