Summary & Background Request approval of recommended proposal to provide Program Management Services necessary to facilitate the County’s Affordable Tiny Home project for Fulton County.
Scope of Work: This contract will provide the County with a Project Manager (PM) that will provide management oversight for the design, development, construction, and construction administration associated with the affordable housing initiative known as Tiny Homes. The PM will be responsible for drafting the solicitation documents required to select a developer, provide technical advisory services for the solicitation evaluation, serve as the principal agent of the owner (Fulton County) overseeing the various aspects of the design and construction phases of the project. The PM’s scope of work will include a broad range of services and activities that will be performed throughout the completion of this project, at the County’s discretion, to accomplish the program’s goals. The PM will make sure all strategies have measurable outcomes/ results.
The PM will report to, and work under the direction of, Fulton County’s designated representative from the Department of Real Estate and Asset Management (DREAM).
Community Impact: Successful completion of this project will establish a pilot program for affordable housing within Fulton County thereby providing the framework for future initiatives that will address the housing needs of Fulton County residents targeting improved outcomes for low- and moderate-income families.
Department Recommendation: The Department of Real Estate and Asset Management (DREAM) recommends approval of proposal to provide Program Management Services necessary to facilitate the County’s Affordable Tiny Home project for Fulton County.
After reviewing four (4) qualified firm proposal and consideration of all available information related to the requirements and evaluation criteria of the RFP #22RFP10111K-DB, the Evaluation Committee has determined that the proposal submitted by MicroLife Institute, Inc., with a total score of 75.31%, is the recommended firm to provide Program Management Services necessary to facilitate the County’s Affordable Tiny Home project for Fulton County.
The firm will work in collaboration with DREAM’s Land Division Team.
Project Implications: The intent of this contract is to assist the County in developing a pilot program around affordable housing using a tiny homes model for low- and moderate-income individuals and families for Fulton County. Pursuant federal guidelines for ARPA funded construction, recipients may also use SLFRF funds for pre-project development costs that are tied to or reasonably expected to lead to an eligible capital expenditure. For example, pre-project costs associated with planning and engineering for an eligible project are considered an eligible use of funds
