In accordance with the State of Georgia O.C.G.A. 36-91-1 et seq., Georgia Local Government Public Works Construction Law, all competitive sealed bids costing $100,000.00 or more for public works construction projects shall be forwarded to the Board of Commissioners for approval.

Summary & Background:  The Hembree Road Tank Site has two elevated tanks. Hembree Road #1 has a volume of 1,000,000 gallons and Hembree Road #2 has a volume of 200,000 gallons. The Hembree Road Tank Site provides potable water and pressure stabilization to the Roswell and Lower Milton service areas of the North Fulton County water distribution network. Pressure stabilization to the broader distribution network is an additional benefit to the proper operation of these tanks. During a routine inspection of the tank facilities defects were noted on Hembree Road #2 (smaller tank). The Public Works Department is evaluating several alternatives that range from repair to replacement/abandonment under this project scope. The accompanying bid sheet allows for those options to be exercised at the Department’s discretion.

 

Scope of Work: The Hembree Road Tank Rehabilitation involves interior and exterior abrasive blasting and recoating of all exposed surfaces of both Hembree Road tanks. Tank rehabilitation will include a thorough cleaning with a cathodic protection system being installed along with miscellaneous repairs.

  

 

Community Impact: The community will not be impacted during the construction activities under this item. Rehabilitation tasks will be staged in such a way to ensure the larger tank is in service during the high demand periods of the year. Levels of service are expected to remain unchanged during this project.

 

Department Recommendation: The Public Works Department requests approval.   

 

Project Implications: The painting of the tanks with the addition of cathodic protection will extend the operational life of the tanks. Therefore, this project will help extend the useful life of the Hembree Road Tanks and aid in the water quality delivered to our customers.

 

Community Issues/Concerns: No issues/concerns have been raised by the constituents or customers concerning this agenda item. 

 

Department Issues/Concerns: The recoating of the tank surfaces & installation of cathodic protection is necessary to extend the operational life of the Hembree Road Tanks.

 

Contract Modification: This is a new procurement.
