Request approval of “Ryan White Part A - Minority AIDS Initiative” service contracts, subject to Federal funding, for FY2025 (August 1, 2025 through February 28, 2026) in an amount not to exceed $3,070,344.00, FY2026 (March 1, 2026 through January 29, 2027) in an amount not to exceed $3,523,861.00, and FY2027 (March 1, 2027 through February 29, 2028) in an amount not to exceed $3,685,055.00 pursuant to the Health Resources and Services Administration “Ryan White Part A” award H89HA00007. Service contracts are 100% grant funded with no Fulton County match. Request authorization for the Chairman to execute contracts with subrecipients. To protect the interest of the County, the County Attorney is authorized to approve the contracts as to form and make any necessary modifications thereto prior to execution by the Chairman. Scope of Work: The Department for HIV Elimination recommends approval of “Ryan White Part A - Minority AIDS Initiative” service contracts, subject to Federal funding, for FY2025 (August 1, 2025 through February 28, 2026) in an amount not to exceed $3,070,344, FY2026 (March 1, 2026 through January 29, 2027) in an amount not to exceed $3,523,861, and FY2027 (March 1, 2027 through February 29, 2028) in an amount not to exceed $3,685,055 for the provision of core medical and support services for communities most impacted by the HIV epidemic using 100% “Ryan White Part A - Minority AIDS Initiative” grant funds with no required County match. “Ryan White Part A - Minority AIDS Initiative” funding is pursuant to the Health Resources and Services Administration “Ryan White Part A” award H89HA00007. “Ryan White Part A - Minority AIDS Initiative” has a project period from 3/1/2025 through 2/28/2028. The Board of Commissioners previously approved partial FY2025 “Ryan White Part A” grant funding through item 25-0020 and item 25-0385. Subrecipients for the remainder of FY2025, FY2026, and FY 2027 were recommended by a Review Committee pursuant to 25RFP1343702B-PS. These agencies provide core medical services and essential support services for medically indigent Persons Living with HIV in the 20-county Eligible Metropolitan Area. Funds are recommended to increase spending authority for the following subrecipients in the following amounts:
Community Impact: “Ryan White Part A - Minority AIDS Initiative” funding will support essential core and support services for Persons Living with HIV (PLWH) to the most impacted communities in the Eligible Metropolitan Area to improve health outcomes of Persons Living with HIV and decrease the number of new HIV cases. All services have as their main goal increased viral suppression rates.
Department Recommendation: The Department for HIV Elimination recommends approval of “Ryan White Part A - Minority AIDS Initiative” service contracts, subject to Federal funding, for FY2025 (August 1, 2025 through February 28, 2026) in an amount not to exceed $3,070,344, FY2026 (March 1, 2026 through January 29, 2027) in an amount not to exceed $3,523,861, and FY2027 (March 1, 2027 through February 29, 2028) in an amount not to exceed $3,685,055.
Project Implications: No change in County budget. These contracts are 100% grant-funded with no County match.
Community Issues/Concerns: Were contracts not to be approved “Ryan White Part A” core medical and support services would cease.
Department Issues/Concerns: Were contracts not approved, there would be an interruption of core medical and support services for Persons Living with HIV in the 20-County area.
