Request approval to renew an existing contract - Registration & Elections, 22ITBC031722MH-C, Ballot Printing in an amount not to exceed $560,000.00 with Tattnall Journal, Inc. dba Tattnall Ballot Solutions (Reidsville, GA), to provide ballot printing services for the 2024 elections: Presidential Preference Primary (PPP), Presidential Primary Election, Presidential Primary Run-off Elections, Presidential General Election and the Presidential General Run-off Election. This action exercises the second of two renewal options. No renewal options remain. Effective dates: January 1, 2024, through December 31, 2024. (HELD ON 12/6/23) (APPROVED)

In accordance with Purchasing Code Section 102-394(6), the Purchasing Department shall present all renewal requests to the Board of Commissioners at least 90 days prior to the contract renewal date, 60 days if the contract term is six (6) months or less.

Summary & Background: To renew contract to provide for Printing Ballots for absentee voting for the 2024 elections: Presidential Preference Primary (PPP), Presidential Primary Election, Presidential Primary Run-off Elections, Presidential General Election and the Presidential General Run-off Election.
Scope of Work: This contract provides ballot style setup, provide pre-filled ballots for test deck and print ballots for non-partisan absentee, advance voting and Election Day. Pursuant to O.C.G.A. Section 21-2-372, “. . . ballots shall be printed on security paper that incorporates features which can be used to authenticate the ballot as an official ballot but which do not make the ballot identifiable to a particular elector.” Therefore, ballots will be produced on a Sub 80lb Dominion ImageCast Vote Secure IR security ballot paper.
Community Impact: Registration and Elections staff is not aware of any community impact.
Department Recommendation: The Department of Registration and Elections recommends approval.
Project Implications: The approval of the request to renew this existing contract will ensure the Department follows state election laws.
