Total award amount is $1,180,229. Authorize the Chairman to disburse funds, execute and administer the 2023 CDBG contracts and related documents consistent with the federal program regulations and this Board action. Request approval to enter into a Community Development Block Grant (CDBG) contract with: College Park ($214,125), East Point ($134,100), Fairburn ($315,000), Hapeville ($54,075), Palmetto ($60,000) and Union City ($336,830), and Metro Fair Housing ($66,099) to deliver community development activities. Total award amount is $1,409,187.00. Authorize the Chairman to disburse funds, execute and administer 2023 CDBG contracts and related documents consistent with the federal program regulations and this Board action.
On June 7, 2023, the Board of Commissioners approved Item # 23-0379 to accept the CDBG FY 2023 award from the U.S Department of Housing and Urban Development (HUD) in the amount of $1,475,286 and Resolution to authorize the adoption and approval of the 2023 HUD Annual Action Plan which provides a concise summary of actions and activities to be carried out each year to address the priority needs and specific goals identified in the Consolidated Plan.
Scope of Work: The Department of Community Development 2023 HUD Approved Annual Action Plan outlines eligible CDBG projects and activities that will be carried out by contractual agreement as detailed below.

Community Impact: One of the Department of Community Development’s principal avenues for providing support for low to moderate income citizens is with the use of CDBG grant funds to eligible subrecipients outside the city of Atlanta.
Department Recommendation: Approve the requested action.
Project Implications: CDBG projects and activities enhance the quality of life for low to moderate income citizens in unincorporated Fulton County.
Community Issues/Concerns: The Community Development Block Grant (CDBG) Program supports community development activities to build stronger and more resilient communities. Public hearings were held on October 19, 2022 and February 27, 2023. There were no community concerns identified.
Department Issues/Concerns: If the requested action to execute 2023 CDBG contracts is not approved, it will adversely impact the scope and range of services the County is able to provide to low to moderate income populations in Fulton County.
