Summary & Background Request approval to utilize Statewide Contracts to provide Natural Gas Services to all County facilities which include 104 firm delivery accounts and one interruptible account for the Fulton County Jail Complex for FY2022.

 

Scope of Work: These contracts provide natural gas services to all County facilities which include 104 firm delivery accounts and one (1) interruptible account for the Fulton County Jail Complex for fiscal year 2022. The cost for this natural gas services contract is projected based on the consumption during the previous year and both the fixed firm/ fixed interruptible accounts and adjusted for inflation and escalating gas prices for projected usage for the next 12 months.

 

In using these statewide contracts for natural gas, the County is able to save money on the fluctuating cost of natural gas by participating in volume buying.

 

Key benefits of utilizing the statewide contract includes:

 

• Aggregated volume under SWC reduces gas costs; more than 0.20 per them below   prices for commercial non- contract customers.

• Provides tools to capture, identify, audit and track natural gas use by individual account.

• Georgian Environmental Finance Authority (GEFA), the State's energy office expert, assists with contract management oversight services.

• Customized contracts for each customer structured to achieve best value based on facility service needs.

• Professional Statewide Natural Gas Program Manager assigned to administer contract.

• Efficient coordination using expert in the field to interface between suppliers and program participants. This ensures premium customer service and quick problem resolution.

• Manager monitors/audits contract compliance to include verification of monthly billing/ invoices

• Benchmark costs and total savings tracked/trended for each customer.

 

Community Impact: This service is necessary for the comfort of the patrons and employees in County facilities.

 

Department Recommendation: The Department of Real Estate and Asset Management recommends approval to utilize the Statewide Contracts to provide natural gas services to all County facilities which include 104 firm delivery accounts and one (1) interruptible account for the Fulton County Jail Complex for fiscal year 2022.

 

The requested spending authority in the total amount of $750,000 is an increase of $90,000 over 2021 ($660,000), to cover cost for a projected 69% increase for the interruptible gas service account for jail complex according to the State detailed budget model for FY2022.  Also,   additional new County facilities added to the firm delivery accounts, which include the increasing of therms up $0.50 per therm in 2021 compared to 2020.  Not having the new volumetric meter numbers for County facilities; this additional increase is sufficient enough to help alleviate the projected cost increases on all firm and interruptible accounts for FY2022.

 

Historical Expenditures:

 

• FY2021: The County expenditure as of 10/28/2021, is $458,758.79

• FY2020: The County spent $444,758.79

• FY2019: The County spent $489,382.33

• FY2018: The County spent $790,258.26

• FY2017: The County spent $499,614.84

 

Project Implications: These contracts provide natural services at all County facilities, including the Fulton County Jail Complex. Disconnection in gas services would force our facilities to shut down immediately and would limit the services that can be provided to our citizens.

 

Community Issues/Concerns: None that the Department is aware.

 

Department Issues/Concerns: If these contracts are not approved, the County facilities will not have natural gas services provided.
