Request approval to utilize Cooperative Purchasing - Department of Community Development, City of Santa Monica, CA, in an amount not to exceed $69,651.34 with Pathways Community Network, dba Pathways MISI (Decatur, GA) to assist the Fulton County GA 502 Continuum of Care (CoC) with the management of the Homeless Management Information System (HMIS) and work related to HMIS support, training and technical assistance. Effective dates: December 1, 2023, through June 30, 2024. Funds are a combination of grant $25,035.67 from the Georgia Housing and Finance Authority’s (GHFA) HUD CoC HMIS grant and $44,615.67 general fund match. Summary & Background: Pathways is the Fulton County CoC lead and has worked with the CoC since May 2020.
Pathways' contract with Santa Monica, CA ends on June 30, 2024. The Department of Community Development (DCD) anticipates the vendor will receive a new contract and upon execution of it, DCD will request the BOC to approve a contract amendment to extend the terms to align with the renewal agreement.
The approval of this agenda item will also authorize the Chairman to disburse funds, execute and administer contracts including extensions, and related documents consistent with the federal program regulations and this Board action.
Scope of Work: As the CoC Lead, Pathways works with GHFA and the Fulton County Department of Community Development to prepare COC HUD reports, tracks data trends, and provides training and technical assistance to Fulton County funded agencies who receive funds to deliver homeless services.
Community Impact: Pathways MISI assists the Department of Community Development in meeting the requirements of the HEARTH Act.
Department Recommendation: The Department of Community Development recommends approval.
Project Implications: The Department of Housing and Urban Development mandated that each continuum of care operating in the United States should implement and maintain an HMIS that met its specific qualifications.
