Request approval of a recommended proposal - Department of Arts and Culture, 21RFP091521B-EC, Artist Selection Innovation Lab in an amount not to exceed $13,000.00 with With a Why, LLC (dba) Opportunity Arts (Atlanta, GA) to examine and recommend novel approaches to how Fulton County commissions artists for public art projects. Effective for a period of 12 months upon issuance of the Notice to Proceed. This item is 100% grant funded. (APPROVED UPON ADOPTION OF THE CONSENT AGENDA)

Scope of Work: Contractor will work with County staff, the Fulton County Arts Council, and artists to collaborate and co-create to review and redesign the selection process. The outcome will seek to empower the artist throughout the process, ensuring that they are supported and provided the greatest opportunity to showcase their abilities while at the same time ensuring compliance with County procurement policies and remains feasible from an administrative perspective.
The following are the County Objectives for this project:
- A comprehensive review of the current practice of artist selection from posting the call through to finalizing the contract.
- Complete a desktop review of innovative and novel approaches to the artist selection process from arts organizations around the Country.
- Plan and host a user-centered design workshop with the goal of bringing artists, creative professionals, and County staff together to rethink the selection process for public art commissions.
- Identify ways to eliminate barriers that artists encounter during the selection process and streamline procedures.
- Develop a process that maintains compliance with County procurement policies and is administratively feasible.
- Identify the role of County residents throughout the process.
In 2018, the County was awarded funding through the NEA’s Our Town grant program to update the Public Art Master Plan, which was completed in October 2020. It also included funding for an ‘Innovation Lab’ with the goal of bringing artists and County staff together to rethink the selection process for public art commissions.
Community Impact: This study seeks to eliminate barriers that might prevent artists from applying for Fulton County public art projects. By removing these impediments from the process, opportunities are open to more of the arts community and Fulton County benefits from a stronger and more diverse selection of artists providing public art to the community.
Department Recommendation: The Department of Arts & Culture recommend approval. After review, evaluation and consideration of all available information related to the requirements and evaluation criteria of the RFP.
Project Implications: By not proceeding with this study, the County would be limiting our artists’ opportunities to apply to commissioned public art projects and the remaining NEA funding would need to be returned.
