Request approval to amend an existing contract - Emergency Management, Fulton County Animal Services, 23RFP052223C-MH, Animal Services with Lifeline Animal Project, Inc (Avondale Estates, GA) to amend the existing contract to modify the scope of work; to clarify the role of the Animal Services Contract Administrator; and, to adjust compensation based on the revised scope of work; authorizing the County Attorney to approve the Amendment and related documents as to form and to make modifications thereto prior to execution. Effective January 1, 2026.

Summary & Background This contract provides animal services to include all personnel, supplies, utilities and equipment for the unincorporated areas of Fulton County as well as the cities of Alpharetta, Atlanta, Chattahoochee Hills, College Park, East Point, Fairburn, Hapeville, Johns Creek, Milton, Mountain Park, Palmetto, Roswell, Sandy Springs, South Fulton and Union City. The cost of this contract is shared with the 15 municipalities that we serve, as well as unincorporated Fulton County.
This request is to amend the existing contract as follows:
1. The Contractor shall only be responsible for the Care of Animals and the operation of the Animal Services Center, Veterinary Clinic, Center Staff (Non-Enforcement) to provide for animal care, disposition, animal licensing and customer service.
2. The County, Fulton County Police Department, will be responsible for Enforcement and Service Response, Enforcement Staff Field and Dispatch Personnel.
3. The Contractor will report directly to the Animal Services Contract Administrator, who shall serve as the County’s primary point of contact for the administration of the contract and responsible for the day-to-day operations.
4. To amend the existing to modify the scope of work as detailed in Exhibit 1.
5. To modify Article 10, Compensation, of the Contract Agreement, based on the amended scope of work shall be modified as follows:
If renewed by the Board of Commissioners, the compensation for subsequent years contract amount includes cost adjustment increases per year and the cost per year are not to exceed the annual costs listed below:

Lifeline will continue to receive at least a 3% increase in its compensation each year for 2027, 2028 and 2029, pending annual renewal by the Fulton County Board of Commissioners.
Community Impact: The transition of animal field services from Lifeline Animal Services to the Fulton County Police Department (FCPD) is expected to produce significant positive impacts on public safety, service delivery, and overall community welfare. Consolidating field operations under FCPD will enhance response efficiency, strengthen enforcement authority, and provide a more unified approach to addressing animal-related incidents throughout Fulton County.
Department Recommendation: The Department of Emergency Management recommends approval.
Project Implications: None
Community Issues/Concerns: Without the amendment, current staffing and resource levels will remain inadequate to meet service demand. This may result in increased response times for Priority 1-3 calls, delayed investigations, and reduced capacity to address public safety concerns involving aggressive or stray animals.
Department Issues/Concerns: Meeting state-mandated requirements (Rabies control), contractual KPIs, and documentation standards requires additional administrative capacity. Inconsistent or incomplete reporting from various systems (CAD, shelter software, court records) creates gaps that require manual reconciliation and follow-up.
