Request approval to renew an existing contract - Department of Real Estate and Asset Management, 21RFP127274K-BKJ, Comprehensive Operation and Preventive and Predictive Maintenance Services for the Fulton County Jail and the South Fulton Municipal Regional Jail in an amount not to exceed $5,531,120.00 with Johnson Controls, Inc., (Atlanta, GA), to provide comprehensive operation, preventive and corrective maintenance services for the Fulton County Jail, Jail South Annex in Union City, and the Fulton County North Annex Jail in Alpharetta. This action exercises the second of four renewal options. Two renewal options remain. Effective Dates: January 1, 2023 through December 31, 2023. (APPROVED)

Summary & Background Request approval to renew existing contract to provide comprehensive operation, preventive and corrective maintenance services for the Fulton County Jail, South Fulton Municipal Jail at Union City, and the Fulton County North Annex Jail in Alpharetta for FY2023.
Scope of Work: This contract provides preventive/scheduled and corrective/ unscheduled maintenance services for the Fulton County Jail and the Jail South Annex properties. Specific maintenance services include: facility management; building envelope and structure; site utilities and distribution systems; central utility plant; hot and chilled water systems; natural and LP gas distribution and combustion systems; plumbing, sewer and water control systems; electrical systems and lighting; low voltage systems; heating ventilation and air conditioning (HVAC); uninterruptible power supply (UPS); emergency generator; security and alarm systems; fire alarm, fire sprinkler, and fire suppression; water towers; kitchen and laundry equipment; pest control; swimming pool; Fume Hoods and grounds/landscape.
The Fulton County Jail Complex consists of twelve (12) mixed use facilities that contain a diverse array of services ranging from administrative offices to maximum security inmate housing. The Complex's building systems include, but is not limited to, chillers, boilers, vertical transportation systems, security electronics, water heaters, negative air handling units, security locks, industrial kitchen equipment, and commercial laundry equipment. On average, 1,300 corrective maintenance work requests are submitted by the various facility end-users per month.
The Jail South Annex located at 6500 Watson Street in Union City, Georgia consists primarily of a single story, 325 bed regional jail encompassing 86,375 square feet. The facility was originally designed in 1997 and constructed in 1998. The facility contains office areas, infirmary, gymnasium, kitchen, prisoner intake area and detention pods.
The Fulton County North Annex Jail located at 2565 Old Milton Parkway, Alpharetta, GA 30009. This facility was added as an amendment to this existing contract beginning in January 2023.
Community Impact: This effort is necessary to prevent legal actions and unwarranted publicity resulting from the County not being in position to ensure continuous preventive/corrective maintenance services.
Department Recommendation: The Department of Real Estate and Asset Management recommends.
The requested authority in the amount of $5,531,120.00 is the proposed cost for the second full year which includes $244,401.00 for the addition of the North Annex Jail located in Alpharetta.

Project Implications: The intent of this contract is to ensure the safety and security of County staff, visitors, and inmates through a well-designed and organized comprehensive maintenance program. The County requires the efficient operation of the Main Jail complex, Jail South Annex, and the Fulton County North Annex in Alpharetta to preserve building assets in such a manner as to extend their useful life expectancy.
Community Issues/Concerns: None of which the Department is aware.
Department Issues/Concerns: If this renewal contract is not approved, the County does not have the internal resource capacity, or the expertise, to perform this service in-house. It will enable the County to have Jail Facility Management Contractor to ensure preventive/corrective maintenance services at these jail facilities.
