Request approval to enter into an Emergency Solutions CARES Act Grant (ESG CV) contract to deliver Emergency Shelter (ES) and Homeless Prevention (HP) activities with: (The Salvation Army $10,000.00 for (ES) and $37,350.00 for (HP), Partnership Against Domestic Violence ($10,000.00 for ES) and $25,000.00 for HP), Community Assistance Center ($37,350.77 for HP), HOSEA Feed the Hungry and Homeless ($37,350.00 for HP), The Drake House ($10,000.00 for ES), On The Rise Financial Center ($37,350.00 for HP), North Fulton Community Charities ($37,350.00 for HP), Poverty 2 Prosperity ($10,000.00 for ES and $37,350.00 for HP), and Solomon’s Temple Foundation ($10,000.00 for ES and $15,000.00 for HP). The total award amount is $314,100.77. Authorize the Chairman to disburse funds, execute and administer ESG CV contracts and related documents consistent with the federal program regulations and this Board action. Effective upon BOC approval. 100% grant funded. (APPROVED UPON ADOPTION OF THE CONSENT AGENDA)

Request approval to enter into an Emergency Solutions CARES Act Grant (ESG CV) contract to deliver Emergency Shelter (ES) and Homeless Prevention (HP) activities. The total award amount is $314,100.77.
On August 17, 2022, the Board of Commissioners approved item # 22-0557 to accept the additional ESG CARES Act funding from the U.S. Department of Housing and Urban Development (HUD) in the amount of $314,100.77.
The expenditure deadline for this grant is June 30, 2024. Applications for funding were solicited April 26 - May 26, 2023. The committee’s recommendations for funding are as follows:
Scope of Work: The ESG CARES Act funding is used to prepare for, prevent and respond to activities that align with the regular activities. ESG is a unique program that provides financial assistance and services to assist those who are experiencing homelessness to be quickly re-housed and stabilized. The program is designed to be the first step in a continuum of assistance to enable homeless individuals and families to move toward independent living as well as to prevent homelessness. ESG funds may also be used to aid people who are at imminent risk of becoming homeless due to eviction and/or or utility shutoff.
Community Impact: Emergency Solutions CARES Act Grant (ESG) funding allows the County to provide sub-awards to non-profit organizations that deliver homeless prevention services to low and moderate-income citizens throughout Fulton County (outside the City of Atlanta).
Department Recommendation: The Department of Community Development recommends approval of the requested action.
Project Implications: Approval will allow the Department of Community Development to contract with organizations providing homeless and homeless prevention services.
