Request approval to utilize cooperative purchasing - Department of Real Estate and Asset Management, OMNIA Partners Contract #3341, HVAC Products, Installation, Labor Based Solution and Related Product and Services, in the amount not to exceed $783,777.44 with Trane U.S., Inc. (Doraville, GA), to provide turnkey Central Energy Plant (CEP) Upgrades, including the replacement and installation of two new chillers, two new boilers, and a new pool package unit (pool area humidity control) at the Helene S. Mills Senior Multipurpose Facility located at 515 John Wesley Dobbs Avenue, NE, Atlanta, Georgia 30312. Effective upon issuance of a notice to proceed for six months or until completion of the project as determined by Fulton County; authorizing the County Attorney to approve the Agreement and related documents as to form and make necessary modifications thereto prior to execution; and for other purposes. In accordance with Purchasing Code Sections 102-456 and 102-462, requests for approval to utilize cooperative purchasing or GSA purchase contracts or contracts established by a public procurement unit of more than $100,000 shall be forwarded to the Board of Commissioners for approval.

Summary & Background: The Helene S. Mills Senior Multipurpose Facility, located at 515 John Wesley Dobbs Ave NE, Atlanta, Georgia 30312, provides hundreds of older adults with health, fitness, educational, recreational, and adult day care programs. The facility's heating, cooling, and pool environmental equipment have reached the end of their useful life and are becoming increasingly unreliable and expensive to maintain. This project includes the replacement of two chillers, two boilers, and the Pool Package Unit that controls the humidity in the pool area.
The existing cooling equipment uses refrigerant that has been phased out of production by the U.S. Environmental Protection Agency. The equipment has experienced frequent refrigerant leaks resulting in exorbitant maintenance costs.
Replacing these systems now will improve their reliability, reduce operating and maintenance costs, increase energy efficiency, and help ensure the facility remains safe and comfortable for the community it serves. Delaying this work increases the risk of equipment failure, emergency repairs, service interruptions, and higher future costs.
Scope of Work: This cooperative purchasing contract will furnish all materials, labor, tools, equipment, and appurtenances necessary to perform the turnkey Central Energy Plant (CEP) Upgrades project, which includes the replacement of two chillers, two boilers, and one Pool Package Unit at the Fulton County Helene S. Mills Senior Multipurpose Facility, located at 515 John Wesley Dobbs Ave NE, Atlanta, Georgia 30312.
The scope of work also includes but not limited to:
1. Mechanical Installation Scope
Ø Trane to furnish (2) new 80-Ton Trane CGAM Chillers, (1) new Pool Package Unit and (2) Direct Replacement Boilers
Ø Trane to reuse all pumps (CHW and HW), isolation valves, electrical conduit, electrical disconnects, boiler flues
Ø Trane to provide all cranes and rigging equipment required to complete the scope of work for chillers, boilers, and the pool package unit
Ø Trane expects isolation valves to hold, but if they do not, we will provide a change order to replace them
Ø Trane to rework piping as required
Ø Trane to set new chillers and provide factory startup
Ø Trane to demo existing Pool Package Unit
Ø Trane intends to reuse line sets for Pool Package Unit
Ø New Pool Package Unit to come furnished with factory BACnet controller
Ø Trane to install new Pool Package Unit (Desert Aire LV08RPNN7) and make ductwork transitions as required
Ø Trane to provide startup of new Pool Package Unit
Ø Trane to disconnect and remove existing (2) Aerco Boilers
Ø Trane in disconnect and reconnect existing hot water piping
Ø This proposal includes minor piping modifications as required to install (2) new high efficiency boilers
Ø Existing water piping manifold will remain as-is and will not be upsized
Ø Trane to disconnect/reconnect gas piping as required
Ø Trane to provide and install a new gas regulator
Ø Trane to extend the boiler pad as required to accommodate new boilers (1’ on the side and 1’ on the front)
Ø Trane to cut and modify existing steel frame as required to allow access for boiler replacement
Ø Trane to provide and install a new CO Monitor in mechanical room
Ø Existing emergency switch to remain (Trane to add equipment in the room to the existing emergency stop circuit, including the pool heater, domestic hot water heater and new boilers)
Ø Trane to include manufacturer startup of the new boilers
Ø Trane to reuse existing fire life safety devices and smoke detectors
2. Controls Scope
Ø Tracer SC+ System Controller
o Trane to furnish new Tracer SC+ controller and new control cabinet
o Trane to furnish new chiller plant graphic
o Trane to provide licensing required to pull new controllers in
o Alarming to be setup for critical chiller/boiler alarm points
o Owner to provide network drop at our new panel
o Owner to provide IP information for SC+ controller
o Integrate into existing Fulton County Trane Ensemble Server
Ø Existing Chilled Water Mechanical Plant
Ø Furnish and install new BACnet wire for the following:
(2) Chillers: CH1,CH2
o Trane to install BACnet wire to new factory mounted BACnet control boards and integrate into new Tracer SC+ controller
o Trane intends to reuse all valves and actuators
o Reuse existing conduit and wiring where possible
(4) Existing Chilled Water and HW Pumps

o Furnish and install end devices for status of (2) chilled water pumps and (2) hot water pumps.
o Reuse existing conduit and wiring where possible
(2) Boilers

o Furnish and install new BACnet wire to new factory mounted boiler controllers and integrate into new Tracer
o Reuse existing conduit and wiring where possible
(1) Pool Package Unit

o Furnish and install new BACnet wire to new factory mounted BACnet controller and integrate into new Tracer SC+
o Reuse existing wiring and conduit where possible
Ø Owner Training
o (4) hours of onsite customer training
3. Implementation Plan
Ø Trane plans to use the church next door for crane staging for (2) separate lifts, in an effort to keep cooling for the building through the duration of the project
Ø Trane to demo one chiller at a time to ensure cooling service stays active
Ø Boilers will need to be demolished at the same time due to space constraints
Ø Boiler replacement will need to occur during warm months to avoid heating downtime
Ø The current pool unit is not operating so replacement options will be flexible
Ø Trane will need Fulton County’s assistance in supporting coordination access to Mt. Zion Second Baptist Church’s parking lot
Community Impact: This effort is necessary for the environmental health and comfort of the patrons and employees at the County’s Helene S. Mills Senior Multipurpose Facility.
Department Recommendation: The Department of Real Estate and Asset Management (DREAM) recommends approval.
Project Implications: This contract will replace aged and unreliable capital equipment, thereby minimizing facility downtime and disruption of services to the seniors that benefit from the facility’s programming.
Community Issues/Concerns: None that the Department is aware.
Department Issues/Concerns: If utilization of this cooperative purchasing contract is not approved, the County will not be able to provide an immediate comprehensive replacement of failing Central Energy Plant (CEP) equipment at the Helene S. Mills Senior Multipurpose Facility, located at 515 John Wesley Dobbs Avenue, NE, Atlanta, Georgia 30312.
Contract Modification: This is a new request.
