The May 1, 2024 Soundings request is submitted for your review and approval. Below is a brief summary of each request and related justification.
GENERAL FUND: Strategic Priority Area: Arts and libraries and infrastructure and economic development
• Resolution - (PAGE 3) - Transfer Funding to Select Fulton - $604,564.
A Resolution (24-0212) was adopted to transfer funding from the Department of Arts and Culture-Fulton Films to the Department of Economic Development-Select Fulton. Fulton Films manages filming by private parties on Fulton County owned property and facilities by issuing filming permits & encourages the film industry to conduct filming within Fulton County though sponsorship engagements. The purpose of the transfer will promote economic development and marketing of Fulton County and its assets.

1) Division Manager position to be transferred from Arts (position, person and funding remaining as of 5/1/2024-$117,778)
2) PT Film Marketing Coordinator Position # 0131081 to be transferred from Arts to Select Fulton (vacant position - $41,332)
3) PT Film Marketing Coordinator Position # 0121075 to be transferred from Arts to Select Fulton (position, person and funding remaining as of 5/1/2024 -$39,712)
4) Operational budget (recurring) to be transferred from Arts to Select Fulton (hospitality and professional services, balance remaining as of 5/1/24 - $83,944)
5) Operational budget (non-recurring enhancement) to be transferred from Arts to Select Fulton (balance remaining as of 5/1/24 $240,000)
6) Additional funding for the creation of 1 (one) full time Film Marketing Coordinator position (grade 19) from the Library to Select Fulton - $81,798
animal services FUND: Strategic Priority Area: Justice and Safety
(PAGE 5) - Transfer Funding for Animal Cruelty Investigation & Prosecution Unit - $287,000.
Transfer funding from the Department of Emergency Management to the Police Department for the Animal Cruelty Investigation & Prosecution Unit. The program oversees all felony animal control cases and facilitates the adjudication process by working closely with animal control officers, other municipalities, and the District Attorney’s Office. Funding provides for 1-Police Captain and 1- Police Sergeant. Funding currently resides in the Animal Services Fund.
