Effective upon issuance of Notice to Proceed for 365 calendar days or completion of project as determined by the County.

Summary & Background The Fulton County Judge Romae T. Powell Juvenile Justice Center located at 395 Pryor Street, SW, Atlanta, GA 30312 serves a broad public population through its jurisdiction over juvenile matters and child welfare cases under Georgia law. These matters include delinquency, dependency, Children in Need of Services (CHINS), termination of parental rights, permanent guardianship, extended care services from the Department of Human Services (DFCS), juvenile traffic offenses, emancipation, and other proceedings requiring judicial consent.
This request is in response to the 7 aging elevators in the facility having recurring failures at a high rate and continuing safety concerns. The equipment in the scope of work has reached the end of its useful life and has become increasingly unreliable and expensive to maintain. Replacing this equipment now will improve their reliability, reduce operating and maintenance costs, and help ensure the facility remains safe and comfortable for the community it serves. Delaying this work increases the risk of equipment failure, emergency repairs, service interruptions, and higher future costs.
Due to extended manufacturing and delivery lead times (15 weeks lead time is estimated), timely approval is necessary to avoid further delays and minimize the risk of operational disruptions at the facility.
Scope of Work: This contract is for a turnkey project that provides all design, labor, engineering, tools, materials, supervision, transportation, appurtenance and equipment necessary for the modernization of seven (7) hydraulic elevators to replace the existing equipment at the Fulton County Judge Romae T. Powell Juvenile Justice Center located at 395 Pryor Street, SW, Atlanta, GA 30312. This includes a one-year maintenance warranty.
The 7 hydraulic elevators will be modernized using the KONE HydroMod DX electrification solution. This project replaces outdated relay and electronic systems with advanced, modular technology to improve performance, safety, and energy efficiency.
The scope of work also includes but not limited to:
• Provide drawings prior to manufacturing for approval.
• Key Scope Components
Ø Control and Electrical Systems
• Microprocessor Controls: Replaces old components with a modern microcomputer system for safe, reliable elevator motion.
• Safety & Shielding: Adds cabinet shielding against line pollution and protects high-voltage contact points (110V+) from accidental touch.
• Controller will be equipped with card reader interface logic.
• Easy Maintenance: Integrates on-board diagnostics for fast troubleshooting without external tools, allowing minimal downtime for reprogramming.
Ø Machine Room Duct: Remove all existing wiring, conduit and duct from the machine room. New conduit and duct properly sized and constructed for the job requirements will be installed (in accordance with applicable codes).
Ø Hoistway Duct: Remove all existing wiring, conduit and duct from the hoistway. New conduit and duct properly sized and constructed for the job requirements will be installed (in accordance with applicable codes).
Ø Fixtures & Signalization
• Upgraded Signals: Installs new as required, custom signalization across all units.
• Modern Interfaces: Provides new car operating panels, car/hall lanterns, and hall stations.
Ø Doors & Operators
• High-Performance Operators: Features the KONE ReNova closed-loop door operator with cushioned travel limits for smooth, simultaneous car and hoistway door movement.
• Fire-Rated Panels: Includes new car door panels with a 1.5-hour UL fire rating.
• Curtain of Light: Advanced Passenger Safety: Installs a 3-D "curtain of light" electronic sensing device across the car entrance. This prevents doors from closing or reopens them if an obstruction is detected, keeping doors open for continuous traffic and closing them immediately after the last person passes.
Ø Hydraulic Power & Leveling Systems
• Custom Power Units: Furnishes specialized hydraulic power units equipped with oil line mufflers to minimize pulsation and operational noise.
• Integrated Control Valves: Mounts a compact assembly featuring safety check, high-pressure relief, up/down leveling, and soft-stop valves, plus a machine room shut-off valve.
• Precision Leveling: Provides automatic two-way leveling to stop and maintain the car flush with the landing, regardless of changes in passenger load.
• Low-Oil Safety Return: Automates an emergency descent to the lowest landing if oil levels drop. The doors will open for safe egress, close, and disable all buttons except "Door Open."
• Field Pipe & Accessories: New field pipe and or accessories shall be provided as required.
• KONE will provide 12 months of warranty maintenance which will start upon completion of each elevator being modernized.
Community Impact: This agenda item is directly related to two of the BOC's key strategic focus areas: 1) All people trust that people trust that government is effective, efficient and fiscally sound as well as 2) all people are safe. This ensures the safety of the employees and customers in this facility. This impacts the community by ensuring safe and efficient elevator access for County’s employees and citizens, including persons with disabilities under the Americans with Disabilities Act (ADA).
Department Recommendation: The Department of Real Estate and Asset Management (DREAM) recommends approval of utilizing OMNIA Partners Contract #EV2516 for Elevator and Escalator Maintenance and Services with KONE Inc., to perform the turnkey modernization of seven (7) hydraulic elevators at the Fulton County Judge Romae T. Powell Juvenile Justice Center located 395 Pryor Street, SW, Atlanta, GA 30312.
The award recommendation is based on the Department of Real Estate and Asset Management evaluation and consideration of proposals submitted by firms qualified to perform this scope of work:
a) KONE, Inc. - $1,612,050.00 (includes 10% Owner Controlled Contingency - $146,550.00)
b) TK Elevator Corporation - $1,721,000.00
The project management will be coordinated by the Department of Real Estate and Asset Management.
Project Implications: The intent of this service to provide modernization/ upgrades and preventive maintenance to the existing elevator systems in these Fulton County buildings.
Community Issues/Concerns: None that the Department is aware.
Department Issues/Concerns: If utilization of this cooperative purchasing contract is not approved, the County will not be able to perform this work in a timely manner since it does not have the in-house labor capacity or expertise required to modernize/upgrade the elevators at the Judge Romae T. Powell Juvenile Justice Center.
