Request approval of the following rate for the public’s use of County-owned electric vehicle (“EV”) charging stations:
- A fee of $0.25 per kWh.
- After 2 hours, drivers will be charged an extra $2.00/hour to discourage them from leaving their vehicles in the charging station spots all day.
- There may be additional fees charged to the user directly by the charging station vendor that Fulton County does not receive proceeds from. Such vendor fees will be clearly disclosed to users in advance and will be in addition to Fulton County’s approved rate. Pursuant to County Policy 600-69, public hearings on the fees were conducted on June 2, 2025 and June 3, 2025. Effective upon adoption by the BOC. (APPROVED)

In accordance with Policy 600-69, at least one public hearing must be held regarding new or amended fees prior to final action by the Board of Commissioners on such fee. Pursuant to Fulton County Code Section 1-1-17 the Board of Commissioners has exclusive jurisdiction and control in directing and controlling all the property of the County, as they may deem expedient, according to law and to exercise such other powers as are granted by law, or are indispensable to their jurisdiction over County matters and County finances.

In 2019 the Fulton County Board of Commissioners (“BOC”) adopted a Sustainability + Resilience Plan with goals and actions to make the County more sustainable. In 2022, the BOC updated the plan with more aggressive sustainability goals and a shorter timeline for achieving them. The updated plan calls for the installation of EV charging stations at all viable County facilities. In 2022, via Resolution 22-0747, the BOC approved the installation of EV charging stations at County-owned facilities where feasible.
Four (4) County-owned public EV charging stations with a total of seven (7) charging ports were installed at the Metropolitan Library in early 2025. Two (2) County-owned public EV charging stations with a total of three (3) charging ports were installed at the Animal Services Facility in May 2025. Depending on available funding, the Department of Real Estate and Asset Management (“DREAM”) plans to install public EV charging stations at additional County locations over the next few years.
DREAM now proposes to charge a public fee for County-owned EV charging station use. The fee will be used to pay for the electricity used, charging station maintenance, and other DREAM sustainability division needs.
According to County Policy 600-69, departments are required to provide notice to the public prior to the implementation of new fees for County services. Public notice includes advertising the proposed fee changes, distributing a news release, posting on the Fulton County website, posting printed notification at the Government Center and North and South Service Centers, and holding one or more public hearings.
DREAM partnered with External Affairs to offer the following public hearings for public comment:
- 5:30 p.m. - 6:30 p.m., Monday, June 2, 2025 at the Sandy Springs Library
- 5:30 p.m. - 6:30 p.m., Tuesday, June 3, 2025 at the Metropolitan Library
To announce the public hearings, DREAM and External Affairs issued a news release, submitted an ad to the Fulton County Neighbor, posted the information on the Fulton County website, and posted printed notification at the Government Center and North and South Service Centers.
DREAM received only one public comment. The resident was supportive of the proposed rate. For more information, see the memo entitled “Charging Station Public Hearing Memo” attached to the agenda item.
Scope of Work: DREAM is requesting approval of the following EV charging station rate structure for County-owned Level 2 charging stations. The fees were chosen based on research about other charging station rates in Fulton County.

Community Impact: Approving this rate will enable the public to start using Fulton County-owned EV charging stations.

Project Implications: The charging stations at the Metropolitan Library and Animal Service Facility are the first County-owned charging stations to be made available for public use. Enabling these charging stations to operate is the first step in fulfilling the BOC’s directive to DREAM in Resolution 22-0747 to install EV charging stations in County-owned facilities where feasible.
