Summary & Background: A solicitation was issued for temporary staffing for all 2025 elections for the period of March 2025 to December 2025 pursuant to Statewide contract 99999-001-SPD0000136, Temporary Staffing Services - Clerical & Light.

 

The statewide contract term expires June 30, 2025; therefore, this request is to fund temporary staffing up to June 30, 2025.  The Department will submit another request for approval upon renewal of the statewide contract to provide temporary staff for the remaining of the year, July 1, 2025, to December 31, 2025.

 

Scope of Work: The statewide contract will provide supplemental staffing services to prepare and conduct the above-mentioned scheduled elections. To successfully conduct a county-wide election, the Registration and Elections Department needs to

hire approximately 352 workers. The County is not equipped to manage that workload of recruiting and hiring the mass amount. Thus, it is essential to contract these services to a professional recruitment vendor, to meet the necessary volume of staff for each election. The Department of Registration and Elections recommends approval of statewide contract to provide temporary staffing services for the Public Service Commission Primary / Municipal Primary Election.

Community Impact: It will have a negative effect on the community, if the voter registration and elections’ process is not handled efficiently due to shortage of staff for all areas needed to conduct a countywide election.

 

Department Recommendation: The Department of Registration and Elections recommends approval.

 

Project Implications: The approval of statewide contract to provide temporary staffing services will ensure the Department to follow state election laws.

 

Community Issues/Concerns: Early Voting and Election Day poll locations may not properly staff.

 

Department Issues/Concerns: Supplemental staff will assist with preparation and conduct of all elections. If the statewide contract is not approved, the Department may not be able to meet state mandated deadlines.
