Summary & Background: The Department of Public Works requests approval of lowest responsible bidder to CL2 Solutions, to provide installation and maintenance of In-line analyzers for the continuous monitoring of water quality parameters.

 

Scope of Work: The In-line analyzers will enhance our capabilities in monitoring and managing the quality of wastewater traveling to the wastewater treatment plants and at locations within the treatment plant to ensure the optimization of the entire wastewater treatment process.

This type of equipment is required by EPD as part of our Consent Order resulting from the biological upset at the Big Creek facility in July 2023. These devices will monitor the quality of the wastewater before it enters the plant. If the devices detect the nutrient make-up of the wastewater is unusual, it will alert staff and allow them to divert flow into a holding tank instead of the contaminated wastewater entering the biological portion of the plant and potentially cause a failure of the biology.

 

Community Impact: The In-line analyzers will provide us with an early warning system that will alert our wastewater plants of any potentially harmful chemicals coming into the plant. The impact will be county wide.

 

Department Recommendation: The Department of Public Works recommends approval.

 

Project Implications: The In-line analyzers will help us avoid protentional harmful chemicals coming into the wastewater plant and disrupting the biology of plant which could lead to plant failure and large spills polluting rivers and streams.

 

Community Issues/Concerns: No concerns have been raised to Public Works staff.

 

Department Issues/Concerns: Public Works does not have any concerns or issues.

 

Contract Modification: This is a new procurement.
