Scope of Work: The City of South Fulton has submitted a formal request to the Fulton County Board of Commissioners to utilize the Wolf Creek Amphitheatre and the Southwest Arts Center properties while the legal documents are being prepared to complete the transfer of real property rights for both facilities to the City of South Fulton. The negotiated a Right of Access License Agreement is to formalize the terms and conditions in which the City of South Fulton will be allowed to temporarily operate and occupy the Wolf Creek Amphitheatre and the Southwest Arts Center properties for certain specified events.  If approved, the Right of Access License Agreement the City of South Fulton will permit of the City of South Fulton to utilize the Wolf Creek Amphitheatre and the Southwest Arts Center for the following events: (1)                     South Fulton: City on the Rise at the SW Arts Center on Thursday, April 28, 2022; (2) Celebrate South Fulton Community Festival on Saturday, April 30, 2022 at WCA; (3) high school graduation ceremonies at WCA as requested by various high schools located in and around the City; and (4) the Juneteenth Celebration on Sunday, June 19, 2022 at WCA.  

 

Community Impact: Approval of the Right of Access Agreement will allow the City of South Fulton to utilize two Fulton County owned facilities to provide public services for the residents of Fulton County.   

 

Department Recommendation: The Department of Real Estate and Asset Management recommends approval of a Right of Access Agreement for the purpose of allowing the City of South Fulton to temporarily occupy and operate the Southwest Arts Center and Wolf Creek Amphitheatre for certain identified events.   

 

Project Implications: Pending approval, it is the intent of the City of South to use these multipurpose facilities to provide public services.
