Requirement for Board Action

In accordance with Purchasing Code Section 102-420, contract modifications within the scope of the contract and necessary for contract completion of the contract, in the specifications, services, time of performance or terms and conditions of the contract shall be forwarded to the Board of Commissioners for approval.

Summary & Background: The current agreement between Fulton County and the City of Atlanta for use of up to 700 beds at the Atlanta City Detention Center (ACDC) will expire on December 31, 2026.  ACR Partners has been asked to provide comprehensive program management services for a 600-bed modular facility to be constructed on the existing Rice St. jail campus to eliminate the need for long-term use of ACDC.  This request for approval amends the existing contract to include two (2) additional professional services that will occur concurrently with the scope of the original contract as follows:

 

1.                     Programming & Site Feasibility: At the request of Fulton County, ACR Partners will conduct a project kickoff meeting with key stakeholders including DREAM, the Fulton County Sheriff’s Office and the Office of the County Manager. This effort will include reviewing all relevant documentation including facility assessments, population forecasts, and operational data to develop the overall project plan that will result in a new 600-bed modular facility on the existing jail campus. 

 

2.                     Interim Housing Program Management: At the request of Fulton County, ACR Partners will provide program management services for construction of Interim Housing (600-bed modular facility). These services will occur concurrently with phase 2 of the overall Jail Capital Improvement Plan.  The Interim Housing is intended to eliminate outsourcing needs between expiration of the existing lease agreement with the City of Atlanta for use of the Atlanta City Detention Center and the completion of the planned Special Purpose Building.

Community Impact: The successful completion of this Jail Capital Improvement Program (“CIP”) will preserve the life of the existing jail facilities and provide a safer and more reliable environment for both staff and detainees.

 

Department Recommendation: The Department of Real Estate and Asset Management recommends approval.

 

Project Implications: This amendment is necessary to assist DREAM in facilitating the delivery of a modular housing facility necessary to provide adequate housing resources throughout the jail capital improvement program.

 

Community Issues/Concerns: None that the Department is aware.

 

Department Issues/Concerns: If this amendment is not approved, there will be delay in the delivery of jail housing resources.
