Request approval to amend an existing contract with 21st Century Leaders, Inc. for an increase in spending authority of an additional amount of $65,000.00, to manage and provide student incentives for the Pilot Fulton County Youth Leadership Program. Effective upon execution through December 31, 2021. This contract shall automatically renew on January 1, 2022 through May 31, 2022 for no additional funding. The contract award total is $147,950.00 for both the initial term and the renewal. The County Attorney is authorized to approve the contract as to form and to make necessary modifications thereto prior to execution. (APPROVED)

Scope of Work: 21st Century Leaders’ Leadership Connect program is an online learning and gamified platform designed for and used by high school aged students to learn about their role as a leader and discover and demonstrate their leadership abilities and career interests. Fulton County needs to assess the viability of the Fulton County Youth Leadership Program by using the program offered by 21st Century Leaders, Inc.
Community Impact: Leadership Connect helps bridge the gap for students who often lack the basic social and life skills needed to succeed by providing an all-access pass to leadership development. And it does it in a way that’s gamified, self-paced, and incentive based. Through advancement of leadership knowledge, attitude and cultivating the desire to lead, students will be better prepared to succeed as young adults.
Department Recommendation: The Department of Community Development request approval of the contract amendment with 21st Century Leaders, Inc. for the Pilot Fulton County Youth Leadership Program in the amount of $65,000. The total award amount [$147,950] is inclusive of the original contract award-$82,950, and the amended contract award-$65,000 and is in the Department current budget.
Project Implications: The Fulton County 21st Century Pilot Program was presented to the BOC on June 17, 2020 during the COVID-19 Response Update (Agenda Item #20-0427). The Fulton County Board of Commissioners approved $150,000 in FY2021 General Fund Budget under the Department of Community Development, Youth and Community Services Division for a pilot youth leadership program (Agenda Item #21-0019). The Fulton County Board of Commissioners approved $82,950 contract with 21st Century Leaders to provide a software platform for leadership development of high school aged students to learn about their role as a leader and discover and demonstrate their leadership abilities and career interests Agenda Item #21-0463).
