Summary & Background Good Success Company, Inc. (Atlanta, GA) was initially awarded this contract to provide janitorial services for Group G (North and Central Senior Centers) in an amount not to exceed $301,441.00 on April 17, 2024, via Item 24-0272, effective from May 1, 2024, through December 31, 2024, with two renewal options. The County exercised the first renewal option in an amount not to exceed $496,935.00 on November 6, 2024, via Item 24-0730, effective from January 1, 2025, through December 31, 2025, with one renewal option remaining.
In January 2025, DREAM’s Building Services staff met with Good Success Company, Inc. to address the County’s concerns about inconsistent janitorial cleaning during the latter part of the 4th quarter evaluation period (69% rating) in 2024 (see Exhibit 5), which resulted in receiving the vendor’s first initial 30-day PIP (Performance Improvement Plan) on January 29, 2025 (see Exhibit 4). The PIP emphasized the following: day and night cleaning, inconsistency in floor care, and lack of proper supervision.
On March 27, 2025, DREAM’s Building Services staff met with Good Success again to discuss ongoing issues, particularly inconsistent floor care, and issued a 2nd 30-day PIP (see Exhibit 4). Their performance was unacceptable which resulted in unsatisfactory performance (65% rating) during the first quarter evaluation period of January-March in 2025 (see Exhibit 5).
Good Success has continued to perform unsatisfactorily resulting in another poor performance (65% rating) during the second quarter evaluation period of April-June in 2025 (see Exhibit 5), and their PIP was extended again. DREAM’s Director was notified on August 28, 2025, by the Director of Senior Services about the poor contractor performance at the Benson Senior Multipurpose Center (see Exhibit 6).
Therefore, because of these numerous issues with Good Success Company, Inc., the County will not choose to exercise the second renewal option with Good Success Company, Inc. As provided by Article 9. Contract Term, b. Renewal Terms, then the term of this Agreement in effect shall also be deemed the “Ending Term”, with no further contractual obligation after first renewal term expiration on December 31, 2025.
Now, DREAM is requesting that A-Action Janitorial Service, Inc., the next lowest and responsible bidder for Group G (see Exhibit 1, Bid Tabulation Sheet) be awarded the contract and assume full janitorial service responsibilities for Group G (North and Central Senior Centers) beginning January 1, 2026. A-Action has previously provided exceptional janitorial services (under 21ITB128258C-CG & 17ITB109620C-BKJ) with a performance rating of 91% (see Exhibit 2).
Scope of Work: The janitorial contractor shall furnish all materials, labor, tools, janitorial equipment, cleaning supplies, restroom supplies (including feminine products, soap, toilet seat covers, toilet tissue, paper towels, and other required supplies) and equipment necessary to provide the highest quality janitorial services at these facilities which consists of:
Group G: North Senior Centers (5 facilities - HG Darnell, North Fulton, DC Benson, Dogwood and New Horizons) with a total of 74,002 cleanable sq. ft.; and Central Senior Centers (2 facilities - Edgewood and Helene S. Mills) with a total of 30,093 cleanable sq. ft.
Community Impact: The overall community impact is to provide clean and sanitary facilities for the selected facilities.
Department Recommendation: The Department of Real Estate and Asset Management recommends approval.
This is a time and materials contract and the requested spending authority in the total amount of $533,743.00 is sufficient to cover the costs for materials, equipment, cleaning supplies and day porter labor hours to maintain the required cleaning services for Group G for FY2026.
Project Implications: This contract is designed to provide and maintain sustainable clean and sanitary County facilities. The effective cleaning program is critical component to keeping a healthy and productive environment

Department Issues/Concerns: If this contract is not approved, the Department will not be able to provide janitorial services for these selected County facilities in Group G (North and Central Senior Centers) for FY2026.
