Request approval for 2021 Community Development Block Grant (CDBG) funds contractual agreements with (1) City of College Park for Barrett Park Improvements ($102,700.00); (2) East Point Waterline Infrastructure Upgrade Phase II ($152,700.00); (3) City of Fairburn for Margaret Street Pedestrian Improvements ($239,338.00); (4) City of Hapeville for Tom E. Morris Splash Pad ($102,700.00); (5) City of Palmetto for Veterans Park Improvements ($102,700.00); and (6) Union City for Oakley Road Street Resurfacing ($177,700.00); and Authorize the Chairman to execute the contractual agreements and related documents for the disbursement of funds consistent with the federal programs and this Board action; Authorize the County Attorney to approve these contracts as to form and to make modifications thereto prior to execution. The funds are 100% grant funded. (APPROVED UPON ADOPTION OF THE CONSENT AGENDA)

O.C.G.A. Section 36-10-1 states that all contracts entered into by the County governing authority with other persons on behalf of the County shall be in writing and entered in its minutes. In addition, the County’s Consolidated Plan and Annual Plan updates are governed by 24 C.F. R. Section 91.200.

On May 19, 2021, the Board of Commissioners approved (Agenda Item # 21-0374), a Resolution to accept the 2021 HUD allocation in the amount of $1,393,957 to administer the Community Development Block Grant Program (CDBG). Through an application process, the CDBG Program identified and recommends the projects and activities below, to support the 2021 grant funds. This agenda item, therefore, requests the approval of the identified activities and projects to be administered by Cities under Cooperation Agreements with the County.

I. CDBG recommends funding to municipalities under Cooperation Agreements with Fulton County to administer CDBG 2021 funds for eligible projects and activities to assist low to moderate income communities as detailed below.
§ CDBG 2020 grant application was released to municipalities on November 13, 2020, for a 25 day period.
§ A CDBG application technical assistance meeting was held on November 18, 2020 via ZOOM.

Community Impact: HUD Entitlement funding for CDBG will help the County provide services for its low and moderate-income citizens.
Department Recommendation: Approve the requested action.
Project Implications: Approval for the use of these funds will increase the Community Development Department’s ability to timely provide community development services to Fulton County citizens who reside outside of Atlanta.
Community Issues/Concerns: CDBG proposed projects and activities were publicly advertised on March 10, 2021 for a 30 day period with a public hearing held on April 1, 2021 at 1PM via Zoom. There were no community issues or concerns.
Department Issues/Concerns: If HUD 2021 Action Plan recommended projects and activities are approved, it will limit the County’s ability to release 2021 grant funds to sub recipients, and respond to community development needs of low to moderate income communities within Fulton County.
