Request approval of an Intergovernmental Agreement (IGA) between Fulton County and City of Roswell for water distribution services and sewer billing within City of Roswell's water service area for a period of 15 years with a possible 5-year extension. Effective upon approval by the BOC.

GA CONST Art, 9, ? 3, ? I provides that the County may contract for any period not exceeding 50 years with any other public agency, public corporation, or public authority for joint services, for the provision of services, or for the joint or separate use of facilities or equipment; but such contracts must deal with activities, services, or facilities that the contracting parties are authorized by law to undertake or provide. O.C.G.A ? 36-10-1 provides that all official contracts entered into by the County governing authority with other persons on behalf of the County shall be in writing and entered on its minutes.

SUMMARY & BACKGROUND
In 1956, an IGA with the City of Roswell, and its subsequent amendments, established coordination between the County and the City of Roswell with the City of Roswell acting as a sewer billing collection agent. Recently, the City of Roswell expressed the need to install an additional interconnection between their water distribution system and Fulton County's water distribution system. This desire brought to light the age and outdated nature of the existing IGA, and so the proposed IGA was developed to better codify the ongoing coordination between the two parties.
