In accordance with the Purchasing Code Section 102-376, procurements of engineering and design related services when federal funds are involved; the solicitation, evaluation, ranking, selection and negotiation shall comply with the qualifications-based selection procurement procedures for architectural and engineering codified under 40 U.S.C. 1101-1104, commonly referred to as the Brooks Act shall be forwarded to the Board of Commissioners for approval.

SUMMARY & BACKGROUND: The Fulton County Executive Airport - Charlie Brown Field receives federal funds and per the GDOT and FAA the airport is required to have a consultant in charge of Environmental and Planning activities. To continue to accept federal funding for 2023 the airport must select a consultant before December 31, 2022. This was procured pursuant to Qualification based selection procedure for architectural and engineering services for federally funded projects.
