GA CONST Art. 9, § 3, ¶ I provides that the County may contract for any period not exceeding 50 years with any other public agency, public corporation, or public authority for joint services, for the provision of services, or for the joint or separate use of facilities or equipment; but such contracts must deal with activities, services, or facilities that the contracting parties are authorized by law to undertake or provide. In addition, O.C.G.A § 36-10-1 states that all official contracts entered into by the County governing authority with other persons on behalf of the County shall be in writing and entered on its minutes.

Scope of Work: The City of Milton bid the Crabapple Road and Green Road Improvement Project at the beginning of 2026, and the project has since been completed. The work included road widening and the replacement of existing roadway sections. As part of the project, approximately 922 linear feet of 8-inch water main, along with associated appurtenances, were relocated within the existing right-of-way.
