Request approval of a Resolution approving an Easement Agreement between Fulton County, Georgia (Grantor) and Georgia Power Company (Grantee), for the purpose of granting utility easement access to connect substations at 901 Rice Street, Atlanta, Georgia, formally known as the Fulton County Jail; authorizing the Chairman to execute the Easement Agreement and related documents; authorizing the County Attorney to approve the Easement Agreement and related documents as to form and to make necessary modifications thereto prior to execution. Effective upon approval. (APPROVED UPON ADOPTION OF THE CONSENT AGENDA)

O.C.G.A. ? 36-9-3(a)(3)(A) authorizes the granting of easements without a competitive process; and Fulton County Code ? 1-117 gives the Fulton County Board of Commissioners exclusive jurisdiction and control over directing and controlling all the property of the county, as they may deem expedient, according to law.

SUMMARY & BACKGROUND Georgia Power Company has submitted a request to the Fulton County Department Real Estate and Asset Management (DREAM) to acquire a utility easement at the Fulton County Jail for the purpose of connecting two existing substations by installing two power lines between them. The connection of the two substations will increase electrical service reliability and efficiency levels for all surrounding customers including the Fulton County Jail.
