Request approval of a statewide contract - Department of Registration and Elections, #47800-SOS0000037, Master Solution Purchase and Services Agreement in the total amount not to exceed $437,230.00 with A) Dominion Voting System Incorporated (Atlanta, GA) in an amount not to exceed $148,780.00 to purchase Security Ballot Stock watermark papers and ImageCast X Prime Privacy Filters; and, (B) KnowInk, LLC (St. Louis, MO) in an amount not to exceed $288,450.00 to purchase five hundred (500) iPad Space Gray with five hundred (500) annual Data activation to be used in conducting yearly elections. SUMMARY & BACKGROUND: With House Bill 974 becoming law, county election officials are required to procure and use watermarked security ballot paper beginning July 1, 2024. See below for an excerpt from House Bill 974, which amended O.C.G.A. 21-2-379.23:
