Request approval of a Contract Item Agreement (CIA) between Fulton County and the Georgia Department of Transportation for the relocation of water facilities associated with the widening of State Route 9 from Windward Parkway to the Fulton/Forsyth County Line in Fulton County, Georgia. The project (P.I. No-0007838) involves the relocation of 22,000 linear feet of 8, 10, 12, and 18-inch water lines with appurtenances within Fulton County at an estimated cost of $5,391,245.87. GA CONST Art. 9, ? 3, ? I provides that the County may contract for any period not exceeding 50 years with any other public agency, public corporation, or public authority for joint services, for the provision of services, or for the joint or separate use of facilities or equipment; but such contracts must deal with activities, services, or facilities that the contracting parties are authorized by law to undertake or provide. Further, O.C.G.A ? 36-10-1 provides that "[a]ll official contracts entered into by the County governing authority with other persons on behalf of the County shall be in writing and entered on its minutes."
