SUMMARY & BACKGROUND On May 19, 2021, the Board of Commissioners approved a Resolution to accept the 2021 Department of Housing and Urban Development (HUD) allocation (Agenda Item # 21-0374). Since that time, the HOME Investment Partnership Program has identified budget requirements to support the 2021 HOME grant funds. This Agenda Item is requesting approval of a Substantial Amendment to the HUD 2021 Annual Plan to include the revised HOME budget.

Scope of Work: The Department of Community Development received a $670,081 2021 HOME allocation. According to Section 231 of NAHA and 24 CFR 92.300(a)(1), HUD requires jurisdictions to set aside 15% of each annual allocation of HOME funds for housing that is only owned, developed, or sponsored by Community Housing Development Organizations (CHDO).
