Request approval to amend an existing contract - Department of Public Works, RFP 24RFP0808K-DB, The Progressive Design/Build for Johns Creek Environmental Campus Membrane System Replacement in an amount not to exceed $3,816,902.75 with The Ruby-Collins/Brown and Caldwell Joint Venture to provide 80% design and Guaranteed Maximum Price (GMP) formation for the Expansion and Membrane System Upgrade Project (Phase 1B) and for the design and installation of the replacement ultraviolet (UV) disinfection system (Phase 2A). Effective upon BOC approval through December 31, 2026.

In accordance with the State of GA O.C.G.A. ?36-91 Georgia Local Government Public Works Construction Law, all competitive sealed proposals (RFPs) for public works construction projects (CM at Risk, Construction Program Management, Design/Build Projects) costing $100,000 or more shall be forwarded to the Board of Commissioners for approval.

SUMMARY & BACKGROUND: The JCEC facility is located at 8100 Holcomb Bridge Rd in Roswell and operates under NPDES Permit GA0038831. The plant treats wastewater from residential, commercial, and industrial users in North Fulton County, primarily east of GA 400. The County's intention is to proactively upgrade and replace the membrane and UV disinfection systems, which are original to the 2009 plant construction. As part of the replacement project, the Department of Public Works desires to increase JCEC's existing 15 MGD capacity to 20 MGD average monthly flow.
