Scope of Work: Fulton County, by and through its Department of Behavioral Health and Developmental Disabilities (BHDD), desires to continue providing shared resources for support and coordination of pre-arrest diversion services for adult participants. An Atlanta Fulton PAD/LEAD Policy Coordinating Group (PCG) comprised of City and County criminal justice agency and government leadership shall guide strategic utilization and expansion of pre-arrest diversion using the LEAD model with the goal of reducing arrests and incarceration in the City of Atlanta and Fulton County.
