Select Fulton, the economic and workforce development division for Fulton County, Georgia, seeks a new Urban Redevelopment Plan for the Fulton Industrial Redevelopment Area to promote the revitalization of this deteriorating area. A key component of this revitalization effort includes the establishment of a single new Georgia Opportunity Zone in the district to encourage development, redevelopment and revitalization through job tax credits. The previous Fulton Industrial Opportunity Zone expired December 31st, 2020 and was originally approved using an April 2010 Urban Redevelopment Plan developed by Fulton County.
Scope of Work: To examine areas in the Fulton Industrial Redevelopment Area according to requirements of the Urban Redevelopment Act, O.C.G.A. § 36-61-1, et seq.; Developing an Urban Redevelopment Plan according to requirements of the Urban Redevelopment Act, O.C.G.A. § 36-61-1, et seq.; Preparing the final Opportunity Zone application package to the Georgia Department of Community .
Community Impact: Approved Opportunity Zone designation provides a $3,500 per job tax credit to business located in the designated area. Businesses can use Job Tax Credits against 100 percent of Georgia income tax liability and withholding tax provides for businesses of any nature to qualify, not just a defined "business enterprise".

Project Implications: Provides for a redevelopment incentive to undertake redevelopment and revitalization efforts in certain older commercial and industrial areas for business located within the approved Opportunity Zone.
