This recommendation is to increase the spending authority for fiscal year 2020. The Department of Senior Services received three (3) grants in addition to its annual FY20 nutrition budget to provide emergency home delivered meals to Fulton County residents in response to the global pandemic. There are eight (8) outstanding invoices that pertain to COVID-19 related meals provided in FY20 and require additional authority. Factors impacting the invoicing process were emerging tracking protocols for emergency funds, reconciliation of funds directly distributed to vendor and timeframe to utilize FY20 spending authority.
The department will take immediate action through a review of current control measures and invoice monitoring to make sure that required timelines are followed.
Scope of Work: Fulton County Department of Senior Services is the County Based Agency designated to provide Older Americans Act services within Fulton County. The Department is responsible for planning and coordination of Case Management, Congregate Meals (neighborhoods Senior Centers), Home Delivered Meals, In-Home Services, and Transportation.
Community Impact: Funds enabled the Department to provide emergency meals to over 3,000 senior Fulton County residents

Project Implications: The services provided prevented seniors that were affected by the Covid-19 pandemic with nutritional meals.
