Scope of Work: The Board of Commissioners approved amendment to contract No. 16RFP118621B-TR, Organizational Performance Management System, originally on December 9, 2018 (Item No. 18-0999). The contract has been a part of the AML List since 2017, which policy that supports annual licensing, maintenance, and support agreements used for intellectual property.

The contract, as amended by Amendment 3, is on the County’s “Renewal of annual licensing, maintenance and support agreements for intellectual property,” (AML List), which codified as Fulton County Code § 102-386, and will be approved from renewal for 2021, as amended by this Agenda Item, pursuant to the AML List process. There is a financial increase in the amount of $112,014.75 associated with this Amendment No. 3.  This amount can be covered by the current budget for the Strategy and Performance Management Office, and does not require an increase in funding.  This amendment provides the County access to the Socrata Connect Government Cloud (SCGS) and the new Recovery Insights platform which provides the County and all the cities within the County all of the modules that are available through this provider that includes: Open Performance, Capital Project Explorer, Open Payroll, Open Budget, Open Expenditures, etc.  The new Recovery Insights platform will allow the County to access third party data that will provide insights into the economic recovery of the County from the pandemic.  All platforms will allow the County to create dashboards for management by departments and programs; and allow for teams to view data and visualizations that are specific to the services they are preforming for the citizens of Fulton County.

 

Community Impact: This amendment will allow the County to have unlimited instances/sites for all the modules that are available through the Socrata systems. This will allow the County the opportunity to create separate instances/sites for each of the cities. This could help improve data sharing and service delivery across jurisdictions based on the information that is shared within the system.

 

Department Recommendation:  Request approval.

 

Project Implications:  There is a $112,014.75 increase in the contract amount for FY2021.  This amendment also gives the ability to fully implement the Data Sharing Initiative under Regional Leadership as part of the new Strategic Plan.  The contract also give the County access to third party data that includes small business revenues, consumer spending, and mobility metrics for the County and it’s benchmark counties related to the economic impact of the pandemic.
